HomeMy WebLinkAboutRES 100907-S - Hutto Joining Health DistrictRESOLUTION NO. 1 ooq 0 A Resolution of the City Council of the City of Georgetown, Texas Approving the Application of the City of Hutto, Texas to be a Member of the Williamson County and Cities Health District; Authorizing the Mayor to execute same, and Establishing an Effective Date. WHEREAS, in1943 the Williamson County Health Deparlinent was established; and WHEREAS, the Local Public Health Reorganization Act, now codified in Chapter 121 of the Texas Health and Safety Code (the "Act"), authorizes the establishment of public health districts by a majority vote of the governing bodies of a county and one or more rtunicipalities in the county for the purpose of providing and furnishing public health programs; and, WHEREAS, in 1989 the Williamson County Health Department was reorganized as a Public Health District by Williamson County, Texas, and the Cities of Cedar Park, Georgetown, Round Rock, and Taylor (collectively the "Mentbers"), and re -designated as the Williamson County & Cities Health District (hereinafter the "District"); and WHEREAS, the Members govern the District through a "Cooperative Agreement;" and WHEREAS, the Cooperative Agreement was last revised and re adopted by the Mentbers in 2007; and WHEREAS, Section I. Governance, iteml.3 of the Williamson County & Cities Health District Cooperative Agreement, states that "Williamson County and any incorporated city may apply to becoute a Member of the District. fhe governing body of each Member shall review Resolution No. Williamson County and Cities Health District Hutto, Texas \Membership Page 1 of 3 the application. the governmental entity may be admitted as a Meiiber if a majority of the governing body of each Member approves the application.", and WHEREAS the City of Hutto, Texas has applied to become a Member of the District effective upon approval of the current member governments. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS THAT: SECTION. 1. The facts and recitations contained in. the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatiin. The City Council hereby finds that this resolution implements the following policies of the Century Plan - Policy Plan Element: 1.0 Policy Statement: City owned, sponsored or managed health and human services enhance the quality of life of the citizens of Georgetown; and 14.0 Policy Statement: A high level of cooperation and involvement exists among Georgetown's citizens and governmental organizations. SECTION 2. That the Agreement attached hereto as Exhibit "A" approving the City of Hutto, Texas as a member of the Williamson County and Cities Health District is hereby approved and the Mayor is authorized to execute the saute. SECTION 3. The City Council hereby finds and declares that written notice of the date, hour, place and subject at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the Resolution No. L) Williamson County and Cities Health District Hutto, Texas Membership Page 2 of 3 subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Governance, iteml.3 of the Willialltson County & Cities Health District Cooperative Agreement, states that "Williamson County and any incorporated city may apply to become a Member of the District. The governing body of each Member shall review the application. The governmental entity may be admitted as a Member if a majority of the governing body of each Member approves the application." The City of Hutto, Texas has applied to become a Member of the District effective upon the approval of the current member governments. By my signature, I certify that a majority of the governing body approved this application during a regularly scheduled meeting on October 9, 2007.
