RESOLUTION NO. Q RI©? A Resolution of the City Council of the City of Georgetown, Texas Approving a Letter From the Cities of Georgetown, Taylor, Round Rock, Cedar Park, Liberty Hill, Texas and Williamson County to Cities in Williamson County That Do Not Currently Participate in a Cooperative Agreement with the Williamson County and Cities Health District, and Authorizing the Mayor to execute same. WHEREAS, in 1943 the Williamson County Health Department was established; and WHEREAS, the Local Public Health Reorganization Act, now codified in Chapter 121 of the Texas Health and Safety Code (the "Act"), authorizes the establishment of public health districts by a majority vote of the governing bodies of a county and one or more municipalities in the county for the purpose of providing and furnishing public health programs, and WHEREAS, in 1989 the Williamson County Health Department was reorganized as a Public Health District by Williamson County, Texas, and the Cities of Cedar Park, Georgetown, Round Rock, and Taylor (collectively the "Members"), and re -designated as the Williamson County & Cities Health District (hereinafter the "District"); and WHEREAS, Williamson County and each of the Member Cities contribute financially to the operations of the District in order for it to provide its designated health related services; and WHEREAS, the Mission of the District, in partnership with communities, is to protect and promote the health of the people of Williamson County; and Resolution No. ©p l/Q7a Williamson County and Cities Health District Follow lip Letter to Non -Participating Cities in Williamson County Page 1 of 5 WHEREAS, The Distict provides many services to promote and protect the health of our residents, such as childhood immunizations; prenatal care for low-income uninsured women; treaknent of tuberculosis and sexually transmitted diseases; investigation and control measures for contagious diseases; nutrition education and food supple' tents for pregnant women and children under 5 years; screening for program eligibility and helping to connect people to needed health and social services programs; educating people to lead healthier lifestyles; inspecting restaurants and other food establishments, including schools; inspecting daycares; teaching food handlers safe food handling practices; regulating septic system installations and managing the floodplain program for the county; and WHEREAS, the District also collects and analyzes health status data and works together with many other organizations and groups to address issues related to public health, and WHEREAS, the District is part of the first responder team that plays a role in preparing for and responding to natural or terrorist -caused disasters and other public health emergencies, such as epidemics; and WHEREAS, the Members govern the District through a "Cooperative Agreement;" and WHEREAS, the "Cooperative Agreement" was revised and re -adopted by the Members in April 2007. Resolution No. e,.217Sf ©7` Williamson County and Cities Health District Follow Up Letter to Non -Participating Cities in Williamson County Page 2 of 5 WHEREAS, the Meiiibers of the District appointed a representative to a Task Force, along with the Executive Director of the District to study the feasibility of inviting other incorporated cities located in Williamson County to join the District; and WHEREAS, it is the finding of the Task Force that all incorporated Cities of Williamson County benefit from the programs provided by District regardless of membership in the District; and WHEREAS, the Task Force prepared a letter that was signed by all members of the District and sent to all incorporated Cities in Williamson County who are not currently participating in the District outlining the benefits of membership in the District and inviting/compelling them to become participating members of the District; and WHEREAS, the District has met with all incorporated Cities in Williamson County who are not currently participating in the District outlining the benefits of membership in the District and inviting/compelling them to become participating ntentbers of the District; and WHEREAS, 1'he City of Liberty Hill, Texas joined the District in July 2007; and WHEREAS, the Task Force will prepare a follow up letter to be signed by all members of the I )istrict and sent to all incorporated Cities in Williamson County who are not currently participating in the District further outlining the benefits of nientbership in the 1istrict and inviting/compelling them to become participating members of the District; Resolution No. '" `' 0 { " iC Williamson County and Cities Health District Follow Up Letter to Non -Participating Cities in Williamson County Page 3 of 5 WHEREAS, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS THAT: SECTION 1. I'he facts and recitations contained in the preaiiible of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this resolution implements the following policies of the Century Plan - Policy Plan Element: 1.0 Policy Statement: City owned, sponsored or managed health and human services enhance the quality of life of the citizens of Georgetown; and 14.0 Policy Statement: A high level of cooperation and involvement exists among Georgetown's citizens and governmental organizations. SECTION 2. That the letter attached hereto as Exhibit "A" to incorporated Cities in Williamson County, Texas who do not currently participate in a Cooperative Agreement with the Williamson County and Cities Health District is hereby approved and the Mayor is authorized to execute the same. SECTION 3. The Mayor is also authorized to execute future letters on behalf of the Williamson County and Cities Health District as they relate to the recruitment of Cities that do not currently participate in a Cooperative Agreement with the Williamson County and Cities I Iealth District. Lee City Secretary August 1, 2007 «AddressBlock» Re: Williamson County & Cities Health District Dear Mayor Walker: In March of 2007, you received a letter from the County Judge and the Mayors of the Cities of Georgetown, Taylor, Round Rock and Cedar Park Those five entities are the founding members of the Williamson County and Cities Health District. As we understand it, Karen Wilson, Executive Director of the Health District has contacted and met with either the elected body or other representatives of your City to discuss the benefit of the programs provided by the Health District and how those programs impact not only our communities, but yours as well. The City of Liberty Hill has just recently made an official and formal action to become a member of the Health District. Their participation is greatly appreciated and should be a guide and indicator for other non-member cities to join the Health District. The purpose of the previous letter, which has been attached was to educate you on the services that your residents are currently receiving from the Health District, without your City actually being a member. Your community is currently receiving valuable services and resources. Your participation and financial contribution to the Health District will be integral to the benefits that your residents receive. We all have budget constraints and the Health District is no exception. In order for the Health District to continue to provide vital public health services to all of our communities, it is imperative that all cities participate and contribute to the funding of those services. As the Health Distnct moves forward, we will need to undertake a very hard and exhaustive examination of what services will be provided to member cities and which services and programs will no longer be offered to non-member cities in the County. We hope that you will take advantage of this opportunity to work together to keep the residents of Williamson County and our Cities safe and healthy.
