RESOLUTION NO. 0575o7 Z. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, AMENDING RESOLUTION 082404-BB REGARDING THE ANNUAL REVIEW AND AMENDMENT PROCESS FOR THE UNIFIED DEVELOPMENT CODE WHEREAS, the City Council adopted a set of comprehensive development regulations known as the Unified Development Code (UDC) on March 11, 2003; and WHEREAS, in accordance with the UDC Section 3.05, Unified Development Code Text Amendment, amendments may be made from time to time in order to establish and maintain sound, stable, and desirable development within the jurisdiction of the City, to correct errors in the text or because of changed or changing conditions in a particular area; and WHEREAS, since the adoption of the UDC on March 11, 2003, amendments to the UDC have been adopted by the Council on an annual basis which addressed changing conditions and corrected errors in the text; and WHEREAS, citizen involvement is an important part of the UDC amendment process and could be enhanced by engaging citizen input earlier in the amendment process calendar and by allowing for the establishment of citizen working groups as needed to address items of significant community interest; and WHEREAS, in accordance with Section 3.05.020, Review Process, a process may be established to ensure the sound review of proposed UDC text amendments, N OW THEREFORE, AND IN CONSIDERATION OF THE ABOVE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT S ECTION 1: The facts and recitations contained in the preamble are hereby found and declared to be true and correct and that this resolution implements the Century Plan as follows: 1. Policy Statement 1.0, which states, "The community enjoys the benefits of well - planned land use in which conflicting needs are balanced;" 2. Policy Statement 2.0, which states, "Georgetown's natural and physical resources are managed so that citizens enjoy the benefits of economic and social development," 3. Policy Statement 4 0, which states, ' Prehistoric and historic resources are preserved protected and promoted for the benefit of the citizens of Georgetown;" 4. Policy Statement 10 0, which states, "Georgetown's citizens and businesses enjoy an attractive community with a unique sense of place and a positive, identifiable image, at a cost which is consistent with other social and economic priorities. S ECTION 2: That Subsection 2. Review Process of Section 2 of Resolution 082404 BB is hereby amended as follows: es. 051507®Z pe1dfz Review Process — Upon the recommendation of the Council, staff will research, review, and draft the proposed text amendments. During this process, staff will hold at least two public workshops to give the Georgetown community the opportunity for input into the amendment process. The first public workshop will be conducted within two weeks of the Council s approval of the list of amendments If, after the first public workshop, any amendments are identified by staff, based upon public input, to require additional public participation, staff will present to the City Council, at their next regularly scheduled meeting after the first public workshop, a recommendation to create one or more citizen working groups to assist staff in drafting the amendments. The Council may stipulate the makeup of and charge to a working group. When the amendment is reported to the City Council, it will be accompanied by the recommendations of both the staff and the working group PASSED AND APPROVED this day of 2007. ATTEST: Sandra D.
