HomeMy WebLinkAboutRES 022707-X - WCHD Non-participatingRESOLUTION NO. ©R R 707 — A Resolution of the City Council of the City of Georgetown, Texas Approving a Letter From the Cities of Georgetown, Taylor, Round Rock, Cedar Park, Texas and Williamson County to Cities in Williamson County That Do Not Currently Participate in a Cooperative Agreement with the Williamson County and Cities Health District, and Authorizing the Mayor to execute same. WHEREAS, in 1943 the Williamson County Health Department was established; and WHEREAS, the Local Public Health Reorganization Act, now codified in Chapter 121 of the Texas Health and Safety Code (the "Act"), authorizes the establishment of public health districts by a majority vote of the governing bodies of a county and one or more municipalities in the county for the purpose of providing and furnishing public health programs; and WHEREAS, in 1989 the Williamson County Health DeparLtent was reorganized as a Public Health District by Williamson County, Texas, and the Cities of Cedar Park, Georgetown, Round Rock, and Taylor (collectively the "Members"), and re -designated as the Williamson County & Cities Health District (hereinafter the "District"); and WHEREAS, Williamson County and each of the Member Cities contribute financially to the operations of the District in order for it to provide its designated health related services; and WHEREAS, the Mission of the District, in partnership with communities, is to protect and promote the health of the people of Williamson County; and Resolution No. (i 22?07 X Williamson County and Cities Health District Letter to Non -Participating Cities in Williamson County Page 1 of 4 WHEREAS, The District provides many services to promote and protect the health of our residents, such as childhood immunizations; prenatal care for low-income uninsured women; treatment of tuberculosis and sexually transmitted diseases; investigation and control measures for contagious diseases; nutrition education and food supplements for pregnant women and children under 5 years; screening for program eligibility and helping to connect people to needed health and social services programs, educating people to lead healthier lifestyles; inspecting restaurants and other food establishments, including schools; inspecting daycares; teaching food handlers safe food handling practices; regulating septic system installations and managing the floodplain program for the county; and WHEREAS, the District also collects and analyzes health status data and works together with many other organizations and groups to address issues related to public health; and WHEREAS, the District is part of the first responder team that plays a role in preparing for and responding to natural or terrorist -caused disasters and other public health emergencies, such as epidemics; and WHEREAS, the Members govern the District through a "Cooperative Agreement;" and WHEREAS, the "Cooperative Agreement" was last revised and re -adopted by the Members in 1992 and is currently being amended and restated to reflect current practices and to clarify certain provisions ; and Resolution No. 022 7Q7-"X Williamson County and Cities Health District Letter to Non -Participating Cities in Williamson County Page 2of4 WHEREAS, the Members of the District appointed a representative to a Task Force, along with the Executive Director of the District to study the feasibility of inviting other incorporated cities located in Williamson County to join the District; and WHEREAS, it is the finding of the Task Force that all incorporated Cities of Williamson County benefit from the programs provided by District regardless of membership in the District; and WHEREAS, it is the recommendation of the Task Force that a letter be prepared and signed by all members of the District and sent to all incorporated Cities in Williamson County who are not currently participating in the District outlining the benefits of membership in the District and inviting/compelling them to become participating members of the District. WHEREAS, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS THAT: SECTION 1. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this resolution implements the following policies of the Century Plan - Policy Plan Element: 1.0 Policy Statement: City owned, sponsored or managed health and human services enhance the quality of life of the citizens of Georgetown; and Resolution No. 022 ?©7®X Williamson County and Cities Health District Letter to Non -Participating Cities in Williamson County Page 3 of 4 14.0 Policy Statement: A high level of cooperation and involvement exists among Georgetown's citizens and governmental organizations. SECTION 2. That the letter attached hereto as Exhibit "A" to incorporated Cities in Williamson County, Texas who do not currently participate in a Cooperative Agreement with the Williamson County and Cities Health District is hereby approved and the Mayor is authorized to execute the same. The City Council hereby finds and declares that written notice of the date, hour, place and subject at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. To give you a little bit of history, the Williamson County Health Department was established in 1943. During the course of the discussions regarding the revision of the "Cooperative Agreement," the Member Cities asked the District to provide information regarding the services it provides how those services impact not only residents in rural Williamson County and the Member Cities, but also all other communities in Williamson County. Each Member of the District appointed a representative to a Task Force, which includes the Executive Director of the District to study the feasibility of inviting other incorporated cities located in Williamson County to loin the District. [he Members of the Health District would like for the Executive Director of the District to meet with all incorporated communities in Williamson County to discuss the benefit of the programs provided by District and how those programs impact not only our communities, but yours as well. Your community is currently receiving valuable services and resources and the purpose of meeting with you is to discuss and gain your financial support for this very important and beneficial public health program You will be contacted shortly by Karen Wilson, Executive Director of the District, to schedule a convenient time to meet with you and your elected body to provide more information about joining the Williamson County and Cities Health District.
