HomeMy WebLinkAboutMinutes_P&Z_10.03.2000Minutes Planning and Zoning Commission of the City of Georgetown, Texas Tuesday, October 3, 2000 Chair, Patrick Walsh called the meeting to order at 6:05 p.m. Other Commissioners present were Marjorie Herbert, Charles Parker, Gabe Sansing and Don Nadon. Jack Noble and Sarah Milburn were absent. Staff members present were Ed Barry, Director, Cathy Riedel, Assistant City Attorney, James Baker, Development Planner, David Munk, Development Engineer, Carla Benton, Development Planner, Jim Babcock, Developm ent Technician, Melissa Murphy, Development Technician, Leane Heldenfels, Development Planner and Janis Russell, Recording Secretary. 1. Action from Executive Session Consent Agenda 2. Consideration and possible action on the Minutes of the September 5, 2000, Planning and Zoning Commission Meeting. 3. Consideration and possible action on a Rezoning of 15.62 acres in the D. Monroe, J. Sutherland and A. Williams Surveys, and Resubdivision of Fountainwood Estates, Phase 2-A, to be known as Fountainwood Plaza, from A, Agricultural to C-1, Local Commercial, or any more restrictive district, located at 5299 to 5658 RM2338 (Williams Drive). 4. Consideration and possible action on a Rezoning of Logan Ranch, Section 1, Lot 63, from A, Agricultural to RS, Residential Single Family, to be known as The Logan Plateau, located on Logan Road. 5. Consideration and possible action on a Rezoning of 18.7463 acres in the Frederick Foy Survey, from A, Agricultural to RP, Residential Planned, to be known as The Planned Unit Development of Sun City Texas, Phase 4-D, Neighborhood 17-B, located on Sun City Boulevard. Consideration and possible action on a Public Review Final Plat of 18.7463 acres in the Frederick Foy Survey, to be known as The Planned Unit Development of Sun City Texas, Phase 4-D, Neighborhood 17-B, located on Sun City Boulevard, with Variances to the Subdivision Regulations. 6. Consideration and possible action on a Detailed Development Plan of Georgetown Technology Park, Lots 1 and 3, to be known as Georgetown Fireplace and Patio, located on Sierra Way Street, with Variances to the Subdivision Regulations. Charles Parker made a motion to approve the Consent Agenda. Gabe Sansing seconded the motion which passed by a motion of 5-0. Regular Agenda Leane Heldenfels presented the following Public Hearing discussions: 7. Public Hearing on possible ordinance revision regarding rear setbacks for accessory structures. After the discussion, Marjorie Herbert made a motion to recommend a revision to the Subdivision Regulations as set forth in a staff memo which stated: Up to one (1) accessory structure per lot would be allowed to be placed or constructed up to ten (10) feet from the rear property line; the maximum height of structure is limited to 12 feet; the maximum size of the structure is limited to 200 square feet; and the structure shall be non-inhabited. Gabe Sansing seconded the motion which passed by a vote of 5-0. 8. Public Hearing on possible ordinance revision regarding fence location. Della Green, 1901 Vine Street, addressed the Commission with her concerns about existing conditions in the older parts of Georgetown. After the discussion, Gabe Sansing made a motion to recommend a revision to the Zoning Ordinance and Subdivision Regulations as set forth in a staff memo which stated to: maintain the primary front yard limitations at the current three (3) foot fence height; change the Subdivision Regulations to allow fences up to six (6) feet in height in the front yard along any street that is not the primary front yard for the residence, i.e., one that the residence does NOT face; if drive access is taken from a secondary front yard, a fence over three (3) feet in height in the secondary front yard must be built with a ten (10 foot sight triangle P&Z Meeting October 3, 2000 Page 2 measured from the property line on either side of the driveway; and on any lot where there are PUE’s along a street frontage, fences of any height will be prohibited in the PUE except when specifically approved by COU on the basis that the fence will not interfere with current or planned usage of the PUE by any utility provider. Also, a recommendation was made that City Council delegate authority for an administrative approval when requested through the Development Process Team and approved by the Director of COU. (These recommendations do not apply to “through-street” lots.) Jim Babcock pointed out that side entry driveways are allowed on the property line, so the site triangle may be impacted for interior lots when the corner lot has an established fence. A point of concern was raised as to how a site triangle would appropriately be enforced after the fence is built. Marjorie Herbert seconded the motion which passed by a vote of 5-0. 9. Public Hearing on possible ordinance revision regarding guest quarters (accessory dwelling unit). After the discussion, Gabe Sansing made a motion to recommend to the City Council to revise the Zoning Ordinance and Subdivision Regulations to allow limited use of accessory dwelling units as set forth in a staff memo which states: The accessory dwelling units constructed as living quarters for extended family members would be allowed after obtaining a special use permit. The special Use permit would verify that the accessory dwelling unit would meet the following minimum design standards: be located on a minimum size lot; meet height restrictions; comply with impervious coverage; connect to the same utility meter as the main structure; and be permitted only in residentially zoned districts. The definition of accessory dwelling units will be added to the Zoning Ordinance and Subdivision Regulations. Charles Parker seconded the motion which passed by a vote of 5-0. 7:10 Gabe Sansing left the meeting at this time. 10. Discussion with the Century Plan Housing Element Working Group of the proposed High Density Residential Ordinance as a replacement for the Manufactured Housing Ordinance. Joe Warren addressed the Commission regarding the proposed HDR Zoning. Number of units per acre was discussed. Verna Browning explained that the purpose of the new district would be to replace the Manufactured Home ordinance. John Gavurnik and Della Green, committee members, addressed the Commission as well. Don Nadon voiced concerns he had for the new zoning district. Patrick Walsh stated that he felt that landscape and buffering are two important factors to consider and include in the new ordinance. 11. Staff comments and reports. a. Council action update - James Baker updated the Commission on the September Council meetings. Ed Barry announced that Carla Benton has been promoted to Development Planner and Carla Benton introduced Melissa Murphy, the new Development Technician. Ed Barry announced his resignation. He thanked the Commission for its hard work and wished each member well. 12. Commission comments and reports. a. Discussion of Findings of Fact - Ed Barry updated Commission on history of Findings of Fact as currently being used in Georgetown. With no further business, the meeting was adjourned at 8:03.
