Planning and Zoning Commission of the
City of Georgetown, Texas
Tuesday, November 7, 2000
Chair, Patrick Walsh called the meeting to order at 6:05 p.m. Other Commissioners present were Gabe
Sansing, Sarah Milburn, Patrick Walsh, Marjorie Herbert, Charles Parker and Jack Noble. Don Nadon
was absent. Staff present was Marianne Banks, City Attorney, Cathy Riedel, Assistant City Attorney,
Janis Russell, Recording Secretary, Carla Benton, Development Planner, Steve O’Neal, Commercial
Building Planner, David Munk, Development Engineer, James Baker, Development Planner, Melissa
Murphy, Development Technician, Jim Babcock, Development Technician
1. Action from Executive Session
Consent Agenda
2. Consideration and possible action on the Minutes of the October 3, 2000, Planning and Zoning
Commission Meeting.
3. Consideration and possible action on a Record Final Plat of 2.58 acres in the Joseph Fish
Survey, to be known as Shell Ranch Two-C, located on Westbury Lane, with Variances to the
Subdivision Regulations.
4. Consideration and possible action on a Public Review Final Plat of 7.08 acres in the Leroy B.
Lord and Joseph Fish Surveys, to be known as Georgetown Village, Section Four-B, located on
Village Commons Boulevard, with Variances to the Subdivision Regulations.
5. Consideration and possible action on a Rezoning of South San Gabriel Urban Renewal, Block U,
Lot 9, from RS, Residential Single Family to RM-3, Residential Office or any more restrictive
district, located at 501 W. 6th Street.
6. Consideration and possible action on a Rezoning of 17.91 acres in the David Wright Survey,
from A, Agricultural to C-1, Local Commercial, or any more restrictive district, located at 4500
FM2338 (Andice Road).
7. Consideration and possible action on the First Revised Public Review Final Plat of 477.71
acres in the A. Porter Survey, to be known as Phase 1 of the Planned Unit Development of
Cimarron Hills, located 7.8 miles west of Georgetown on SH29.
Charles Parker made a motion to approve the Consent Agenda. Gabe Sansing seconded the motion
which passed by a vote of 6-0.
Regular Agenda
8. Staff comments and reports.
None were made.
9. Commission comments and reports.
a. Discussion and possible recommendations to the Economic Development Commission.
Patrick Walsh led the discussion. Recommendations by the Commissioners were as follows:
Patrick Walsh - Need template, like the Intensity Plan, to guide development. The scope of the
plan should be wider rather than narrower.
Marjorie Herbert - Less emphasis on tourism and make sure that we have impact fees factored

into overall planning. Larger plan or template for greenbelt and transportation infrastructure.
Jack Noble - Historic Preservation overlay and someone that represents that interest on the
Economic Development Board.
Gabe Sansing - Agribusiness is an important aspect of the economy in Georgetown. We need
to have the ability to say yes to economic development in Georgetown, which generates a need
to work with the transportation constraints caused by the rivers and IH35.
Charles Parker - Make sure we clarify the vision of what we want Georgetown to look like in the
future, with the City Plans being consistent with that vision. The vision should be some how
created by the citizens of Georgetown.
Sarah Milburn - Template for development should be periodically updated to stay consistent and
we should make an attempt to define why businesses have already made the choice to locate
here in order to use that as a means of attracting new business.
With no further business, the meeting was adjourned at 6:55 p.m.
