A Resolution of the City Council of the City of Georgetown, Texas, supporting the Lakeway Drive Bridge Replacement as a Transportation Project under the American Recovery and Reinvestment Act, to Improve a Functionally Obsolete Roadway and Provide Economic Stimulus to the Central Texas Region; Providing a Severability Clause, and Providing an Effective Date. WHEREAS, the Capital Area Metropolitan Organization (CAMPO) has issued a call for transportation projects under the American Recovery and Reinvestment Act (ARRA) for funds allocated by Metropolitan Planning Organizations; and. WHERAS, CAMPO has requested local governments to rank and submit up to three projects by no later than March 19 2009; and WHEREAS, these projects must meet the following federal mandatory requirements: • Projects must be eligible for federal funding and meet federal funding requirements; • Projects must be obligated for construction within one year; • Projects must create jobs; and WHEREAS, the City of Georgetown has provided local funding for the Lakeway Drive (CSJ 0015-08-116), with project limits from, Airport Road to Business 35, Bridge Replacement to the Texas Department of Transportation (TxDOT) to replace the functionally obsolete and deficient ramp and road access structures crossing Interstate 35; and WHEREAS, the Lakeway Drive Bridge Replacement (CSJ 0015-08-116) is included in the CAMPO 2030 as a "Grade Separation and Bridge Replacement" grouped project and funding has previously been programmed in the State and CAMPO Transportation Improvement Program outer years; and WHEREAS, construction dollars are currently not identified and dedicated in Fiscal Year 2009, or any year in the foreseeable future, by TxDOT; and WHEREAS; the Lakeway Drive Bridge Replacement (CSJ 0015-08-116) will provide jobs during construction, create jobs by providing increased access to the Airport Industrial Park, Georgetown Municipal Airport and specifically to the expansion of Texas Outdoor Power Equipment, which, chose to expand in the Central Texas Region based on among other things, increased access to it s location promised by the Lakeway Drive Bridge Replacement. ARRA Stimulus Resolution of Support Page 1 of 2 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: SECTION 1: The foregoing recitals are hereby found to be true and correct and are incorporated herein by reference for all purposes. SECTION 2: The Council approves the submittal of the Lakeway Drive Bridge Replacement (CSJ 0015-08-116) project to the Capital Area Metropolitan Organization under the American Recovery and Reinvestment Act for funds allocated by Metropolitan Planning Organizations. SECTION 3: The Mayor and City Manager are directed to submit the aforementioned project to the Capital Area Metropolitan Organization, and are authorized to complete and sign all applications necessary under the American Recovery and Reinvestment Act. SECTION 4: If any provisions of this Resolution or application thereof to any person or circumstance shall be held invalid, such invalidity shall not affect the other provisions, or applications thereof, of this Resolution which can be given effect without the invalid provision or application and to this end the provisions of this Resolution are hereby declared to be severable. SECTION 5: The Mayor of Georgetown is hereby authorized to sign this Resolution and the City Secretary to attest. This Resolution shall become effective on the date of its approval by the City Council. PASSED AND APPROVED this the 10th day of March, 2009.
