A Resolution authorizing funding agreements between the City of
Georgetown and The Assistance League of Georgetown Area,
Bluebonnet Trails Community MHMR Center -PRIDE Early
Childhood Intervention, Capital Area Rural Transportation System,
Faith in Action Caregivers -Georgetown, Georgetown Caring Place dba
The Caring Place; Habitat for Humanity of Williamson County, Inc.,
the Literacy Council of Williamson County, Lone Star Circle of Care,
Senior Center at Stonehaven, Williamson County Crisis Center dba
Hope Alliance; and Williamson -Burnet County Opportunities Inc.,
and for these agencies and organizations to continue to provide
services for the citizens of Georgetown, and authorizing the Mayor to
execute same and the City Secretary to attest.
WHEREAS, the City Council finds that public transportation, public health services,
financial and other support services to at risk families, volunteer and information and referral
services, educational services, affordable housing, mental health and parenting and drug
prevention services, nutritional and social support services for the elderly and homebound
citizens of Georgetown, crisis and support services for the victims of sexual assault and fancily
violence are not adequately addressed or reasonably addressable by the private sector or other
public entities; and,
WHEREAS, the City Council finds that the provision of such services accomplishes a
public purpose and benefits the community of Georgetown, Texas as it enhances the quality of
life and the overall economic development of the city per Chapter 380 of the Local Government
Code; and
WHEREAS, the City of Georgetown and the Assistance League of Georgetown Area
desire to enter into an agreement to assist the Assistance League of Georgetown Area in the
provision of clothing for children in need, as identified by duly qualified G.LS.D. employees or
agents, inGISL);and
WHEREAS the City of Georgetown and Bluebonnet Trails Community MHMR Center -
PRIDE Early Childhood Intervention desire to enter into an agreement to assist Bluebonnet
Trails Community MHMR Center -PRIDE Early Childhood Intervention to provide mental
health and developmental services to children born with extreme prematurity, prenatally
exposed to drugs and alcohol, in foster care, or who develop autism before age three and their
families; and
WHEREAS, the City of Georgetown and Capital Area Rural Transportation System
(CARTS) desire to enter into an agreement to assist CARTS in the provision of general public
transportation for the citizens of Georgetown and surrounding communities with emphasis on

the elderly and handicapped, and with destinations including medical facilities/doctors,
grocery stores and other merchants, post office, etc.; and
WHEREAS, the City of Georgetown and Faith in Action Caregivers -Georgetown desire
to enter into an agreement to assist Georgetown Interfaith Caregivers provide transportation
and other support services to intprove the quality of life of senior citizens and help them
remain independent; and
WHEREAS, the City of Georgetown and the Georgetown Caring Place dba The Caring
Place desire to enter into an agreement to assist The Caring Place to serve as a central relief
location to help at -risk families living in Georgetown and provide services that include, but are
not limited to, financial assistance for utility bills, rent or mortgage payments, medical
supplies, prescriptions, dental treatment, or childcare payments, employment assistance,
vouchers for food, clothing or other needed household goods, and school supplies for children
on the Federal Free Lunch Program; and
WHEREAS, the City of Georgetown and Habitat for Humanity of Williamson County,
Inc desire to enter into an agreement to assist Habitat for Humanity of Williamson County,
Inc. provide services to build, or arrange the building of, affordable homes for qualifying low
income families in Georgetown; and
WHEREAS, the City of Georgetown and Literacy Council of Williamson County
(LCWC) desire to enter into an agreement to assist the LCWC provide Georgetown residents
English as a Second Language tutorials for non-English speakers, Adult Basic Education
instruction for individuals performing below 6th grade levels, and GED preparation for
individuals working to attain their high school equivalency diplomas; and
WHEREAS, the City of Georgetown and Lone Star Circle of Care desire to enter into an
agreement to assist Georgetown Community Clinic in the provision of medical services for
residents of Georgetown who are uninsured or underinsured and are unable to access medical
care through other means; and
WHEREAS, the City of Georgetown and the Senior Center at Stonehaven (Center)
desire to enter into an agreement to assist the Center to meet the health, educational, social,
recreational and creative needs of the senior citizen population of Georgetown area; and
WHEREAS, the City of Georgetown and Williamson County Crisis Center dba Hope
Alliance desire to enter into an agreement to assist the Williamson County Crisis Center in the
provision of services to survivors of family violence, sexual assault, child abuse, including
emergency shelter, crisisintervention, legal advocacy, counseling, support groups, supportive
housing and community education crisis and support services to the victims of sexual assault
and fantily violence for the citizens of Georgetown.

WHEREAS, the City of Georgetown and Williamson -Burnet County Opportunities, Inc
(WBCO), desire to enter into an agreement to assist WBCO provide nutritional services for the
elderly and homebound citizens of Georgetown.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. 1'he facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim.
SECTION 2. '1`he Mayor is hereby authorized to execute, and the City Secretary to attest
thereto, funding agreements with The Assistance League of Georgetown Area, Bluebonnet
Trails Community MHMR Center -PRIDE Early Childhood Intervention, Capital Area. Rural
Transportation System, Faith in. Action Caregivers -Georgetown, Georgetown Caring Place dba
1'he Caring Place, Habitat for Humanity of Williamson County, Inc., Literacy Council of
Williamson County, Lone Star Circle of Care, Senior Center at Stonehaven, Williamson County
Crisis Center dba Hope Alliance; and Williamson -Burnet County Opportunities Inc., and on
behalf of the City of Georgetown in substantially the same form as denoted in the attached
exhibits.
SECTION 3. This resolution shall be effective immediately upon adoption.

AGREEMENT
BETWEEN THE
CITY OF GEORGETOWN AND
THE ASSISTANCE LEAGUE
OF GEORGETOWN AREA
This is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and the Assistance League of Georgetown Area (The Assistance
League), for the fiscal year from October 1, 2010, through September 30, 2011
(Agreement.)
1. The City finds that The Assistance League accomplishes a public purpose and
benefits the community of Georgetown, Texas as it enhances the quality of life and
the overall economic development of the city per Chapter 380 of the Local
Government Code. The City finds that the services that The Assistance League will
provide pursuant to this Agreement are services that the City would provide, absent
this Agreement, within the vision and limitations otherwise placed upon the City.
2 In consideration for the services The Assistance League provides pursuant to this
Agreement, the City agrees to pay The Assistance League an amount not to exceed
a total of S5,000.00, to be paid in equal quarterly installments by October 15, 2010,
and on January 1, 2011, April 1, 2011, and July 1, 2011.
3. As consideration for the funds to be paid by the City, The Assistance League agrees
to provide the following as a condition of this Agreement:
A. provide school clothing and school shoes for children in need, as
identified by duly qualified G.I.S.D. employees or agents, in G.I.S.D.;
provide reports to the City on or before March 15, 2011, and on or before
September 15, 2011, which include progress meeting service objectives, the
total number of persons and agencies directly served, and the number of
Georgetown citizens served; and
C. provide to the City a copy of The Assistance League's annual independent
auditor's report based upon its fiscal year.
4. This Agreement shall not be altered, waived, amended or extended, without the
written consent of both parties.
5. The Assistance League may not assign this Agreement to another party without the
written consent of the City

6. Either party may terminate this Agreement for any reason with written notice to the
other party. Notice of termination shall be hand -delivered or sent by certified mail,
return receipt requested, to the following addresses:

COMMUNITY MHMR CENTER-
ECI PRIDE
1'his is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and Bluebonnet Trails Community MHMR Center- ECI Pride (Early
Childhood Intervention- Parent's Resources for Infant Development Enrichment) (ECI
Pride), for the fiscal year from October 1, 2010, through September 30, 2011
(Agreement.)
1. The City finds that ECI Pride accomplishes a public purpose and benefits the
community of Georgetown, Texas as it enhances the quality of life and the overall
economic development of the city per Chapter 380 of the Local Government Code.
The City finds that the services that ECI Pride will provide pursuant to this
Agreement are services that the City would provide, absent this Agreement, within
the vision and limitations otherwise placed upon the City.
2. In consideration for the services ECI Pride provides pursuant to this Agreement, the
City agrees to pay ECI Pride an amount not to exceed a total of S4,000.00, to be paid
in equal quarterly installments by October 15, 2010, and on January 1, 2011, April 1,
2011, and July 1, 2011. ECI Pride shall receive a challenge grant in the amount of
S4,250.00 if ECI Pride is able to obtain new funding from another governmental
entity that is not currently providing funding for their Program.
3. As consideration for the funds to be paid by the City, ECI Pride agrees to provide
the following as a condition of this Agreement:
A. help pay for mental health and developmental services to infants and
toddlers who have developmental delays or atypical development due to
prematurity, autism, abuse or neglect, premature exposure to drugs and
alcohol, or other conditions which impair their ability to grow and
develop normally;
obtain additional funding from a new governmental agency, at which time
the City of Georgetown will fund a 54,250 00 challenge grant;
C. provide reports to the City on or before March 15, 2011, and on or before
September 15, 2011, which include progress meeting service objectives, the

total number of persons and agencies directly served, and the number of
Georgetown citizens served; and
D. provide to the City a copy of ECI Pride's annual independent auditor's
report based upon its fiscal year
4. This Agreement shall not be altered, waived, amended or extended, without the

5. ECI Pride may not assign this Agreement to another party without the written
consent of the City.
6 Either party may terminate this Agreement for any reason with written notice to

TRANSPORTATION SYSTEM
This is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and Capital Area Rural Transportation System (CARTS), for the
fiscal year from October 1, 2010, through September 30, 2011 (Agreement.)
1. The City finds that CARTS accomplishes a public purpose and benefits the
community of Georgetown, Texas as it enhances the quality of life and the overall
economic development of the city per Chapter 380 of the Local Government Code.
The City finds that the services CARTS will provide pursuant to this Agreement are
services that the City would provide, absent this Agreement, within the vision and
limitations otherwise placedupon the City.
2 In consideration for the services CARTS provides pursuant to this Agreement, the
City agrees to pay CARTS an amount not to exceed a total of S9,000.00, to be paid in
equal quarterly installments by October 15, 2010, and on January 1, 2011, April 1,
2011, and July 1, 2011.
3. As consideration for the funds to be paid by the City, CARTS agrees to provide the
following as a condition of this Agreement:
A. general public transportation services for the citizens of Georgetown and
surrounding areas with emphasis on the elderly and handicapped.
Destinations will include but will not be limited to, medical facilities,
grocery stores and other merchants, post office, doctors, etc.;
B. coordinate as appropriate with the City and other community service
providers in the provision of services to Georgetown residents;
C. provide reports to the City on or before March 15, 2011, and on or before
September 15, 2011, which include progress meeting service objectives, the
total number of persons and agencies directly served, and the number of
Georgetown citizens served; and
D. provide to the City a copy of CARTS annual independent auditor's report
based upon its fiscal year.

CAREGIVERS - GEORGETOWN
This is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and Faith in Action Caregivers - Georgetown (Faith in Action), for
the fiscal year from October 1, 2010, through September 30, 2011 (Agreement.)
1'he City finds that Faith in Action accomplishes a public purpose and benefits the
community of Georgetown, Texas as it enhances the quahty of life and the overall
economic development of the city per Chapter 380 of the Local Government Code.
The City finds that the services Faith in Action will provide pursuant to this
Agreement are services that the City would provide, absent this Agreement, within
the vision and limitations otherwise placed upon the City.
2 In consideration for the services Faith in Action provides pursuant to this
Agreement, the City agrees to pay Faith in Action an amount not to exceed a total of
S15,000.00, to be paid in equal quarterly installments by October 15, 2010, and on
January 1, 2011, April 1, 2011, and July 1, 2011.
3. As consideration for the funds to be paid by the City, Faith in Action agrees to
provide the following as a condition of this Agreement:
A. transportation services for seniors, 65 and above, to medical
appointments, grocery shopping, errands, community activities, etc.;
B. telephone reassurance calls and home visits to provide social contact to
assess needs;
C. grocery and prescription delivery;
D. information and referral for senior service needs;
E provide reports to the City on or before March 15, 2011, and on or before
September 15, 2011, which include progress meeting service objectives, the
total number of persons and agencies directly served, and the number of
Georgetown citizens served; and
F. provide to the City a copy of Faith in Action's annual independent
auditor's report based upon its fiscal year.

Corporation (City), and The Georgetown Caring Place dba the Caring Place (The
Caring Place), for the fiscal year from October 1, 2010, through September 30, 2011
(Agreement.)
1. The City finds that The Caring Place accomplishes a public purpose and benefits the
community of Georgetown, Texas as it enhances the quality of life and the overall
economic development of the city per Chapter 380 of the Local Government Code.
The City finds that the services The Caring Place will provide pursuant to this
Agreement are services that the City would provide, absent this Agreement, within
the vision and limitations otherwise placed upon the City.
2. In consideration for the services The Caring Place provides pursuant to this
Agreement, the City agrees to pay The Caring Place an amount not to exceed a total
of S55,000.00, to be paid in equal quarterly installments by October 15, 2010, and on
January 1, 2011, April 1, 2011, and July 1, 2011.
3. As consideration for the funds to be paid by the City, The Caring Place agrees to
provide the following as a condition of this Agreement:
A. serve as a central relief location to help at -risk families living in
Georgetown;

OF WILLIAMSON COUNTY, INC.
This is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and Habitat for Humanity of Williamson County, Inc. (Habitat), for
the fiscal year from October 1, 2010, through September 30, 2011 (Agreement.)
1. The City finds that Habitat accomplishes a public purpose and benefits the
community of Georgetown, Texas as it enhances the quality of life and the overall
economic development of the city per Chapter 380 of the Local Government Code.
The City finds that the services Habitat will provide pursuant to this Agreement are
services that the City would provide, absent this Agreement, within the vision and
limitations otherwise placed upon the City.
2. In consideration for the services Habitat provides pursuant to this Agreement, the
City agrees to pay Habitat an amount not to exceed a total of S40,000.00, to be paid

Georgetown citizens served; and
D. provide to the City a copy of Habitat's annual independent auditor's
report based upon its fiscal year.

1'his is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and Literacy Council of Williamson County (LCWC), for the fiscal
year from October 1, 2010, through September 30, 2011 (Agreement.)
1. The City finds that LCWC accomplishes a public purpose and benefits the
community of Georgetown, Texas as it enhances the quality of life and the overall
economic development of the city per Chapter 380 of the Local Government Code.
The City finds that the services LCWC will provide pursuant to this Agreement are
services that the City would provide, absent this Agreement, within the vision and
limitations otherwise placed upon the City.
2 In consideration for the services LCWC provides pursuant to this Agreement, the
City agrees to pay LCWC an amount not to exceed a total of $3,500.00 to be paid in
equal quarterly installments by October 15, 2010, and on January 1, 2011, April 1,
2011, and July 1, 2011.
3. As consideration for the funds to be paid by the City, LCWC agrees to provide the
following as a condition of this Agreement:
A. English as a Second Language tutorials for non-English speakers who
wish to learn English, Adult Basic Education instruction for individuals
performing below 6th grade levels, and GED preparation for individuals
working to attain their high school equivalency diplomas;
B. coordinate as appropriate with the City and other community service
providers in the provision of services to Georgetown residents;
C. provide reports to the City on or before March 15, 2011, and on or before
September 15, 2011, which include progress meeting service objectives, the
total number of persons and agencies directly served, and the number of
Georgetown citizens served; and
D. provide to the City a copy of LCWC's annual independent auditor's
report based upon its fiscal year.

This is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and the Lone Star Circle of Care (LSCC), for the fiscal year from
October 1, 2010, through September 30, 2011 (Agreement.)
1. The City finds that LSCC accomplishes a public purpose and benefits the community
of Georgetown, Texas as it enhances the quality of life and the overall economic
development of the city per Chapter 380 of the Local Government Code. 1'he City
finds that the services LSCC will provide pursuant to this Agreement are services
that the City would provide, absent this Agreement, within the vision and
limitations otherwise placed upon the City.
2. In consideration for the services LSCC provides pursuant to this Agreement, the
City agrees to pay LSCC an amount not to exceed a total of $100,000.00, to be paid
in a one-time lump sum payment by October 15, 2010.
3. As consideration for the funds to be paid by the City, LSCC agrees to provide the
following as a condition of this Agreement:
A. medical services for residents of Georgetown who are uninsured or
underinsured and are unable to access medical care through other means;
B. coordinate as appropriate with the City and other community service
providers in the provision of services to Georgetown residents;
C. provide reports to the City on or before March 15, 2011, and on or before
September 15, 2011, which include progress meeting service objectives, the
total number of persons and agencies directly served, and the number of
Georgetown citizens served; and
D. provide to the City a copy of LSCC's annual independent auditor's report
based upon its fiscal year.

Corporation (City), and the Stonehaven Senior Center (Stonehaven), for the fiscal year
from October 1, 2010, through September 30, 2011 (Agreement.)
1. The City finds that Stonehaven accomplishes a public purpose and benefits the
community of Georgetown, Texas as it enhances the quality of life and the overall
economic development of the city per Chapter 380 of the Local Government Code.
The City finds that the services Stonehaven will provide pursuant to this Agreement
are services that the City would provide, absent this Agreement, within the vision
and limitations otherwise placed upon the City.
2. In consideration for the services Stonehaven provides pursuant to this Agreement,
the City agrees to pay Stonehaven an amount not to exceed a total of S12,000.00, to
be paid in equal monthly installments by October 15, 2010 and on November 1, 2010,
December 1, 2010, January 1, 2011, February 1, 2011, March 1, 2011, April 1, 2011,
May 1, 2011, June 1, 2011, July 1, 2011, August 1, 2011 and September 1, 2011.
3. As consideration for the funds to be paid by the City, Stonehaven agrees to provide
the following as a condition of this Agreement:
A. to meet the health, educational, social, recreational and creative needs of
the senior citizen population of the Georgetown area;
B. provide reports to the City on or before March 15, 2011, and on or before
September 15, 2011, which include progress meeting service objectives, the
total number of persons and agencies directly served, and the number of
Georgetown citizens served; and
C. provide to the City a copy of Stonehaven's annual independent auditor's
report based upon its fiscal year.

Corporation (City), and the Williamson County Crisis Center dba Hope Alliance
(WCCC), for the fiscal year from October 1, 2010, through September 30, 2011
(Agreement.)
1. The City finds that WCCC accomplishes a public purpose and benefits the
community of Georgetown, Texas as it enhances the quality of life and the overall
economic development of the city per Chapter 380 of the Local Government Code.
The City finds that the services that WCCC will provide pursuant to this Agreement
are services that the City would provide, absent this Agreement, within the vision
and limitations otherwise placed upon the City.
2 In consideration for the services WCCC provides pursuant to this Agreement, the
City agrees to pay WCCC an amount not to exceed a total of $45,000.00, to be paid
in equal monthly installments by October 15, 2010 and on November 1, 2010,
December 1, 2010, January 1, 2011, February 1, 2011, March 1, 2011, April 1, 2011,
May 1, 2011, June 1, 2011, July 1, 2011, August 1, 2011, and September 1, 2011.
WCCC shall receive a challenge grant in the amount of 55,000 if WCCC is able to
obtain new funding from another governmental entity that is not currently
providing funding for their Program
3. As consideration for the funds to be paid by the City, WCCC agrees to provide the
following as a condition of this Agreement:
A. provide services to survivors of family violence, sexual assault, child
abuse, including emergency shelter, crisis intervention, legal advocacy,
counseling, support groups, supportive housing and community
education;
B. coordinate as appropriate with the City and other community service
providers in the provision of services for Georgetown residents;
C. obtain additional funding from a new governmental agency at which time
the City of Georgetown will fund a 55,000.00 challenge grant;

This is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and Williamson -Burnet County Opportunities, Inc. (WBCO), for the
fiscal year from October 1, 2010, through September 30, 2011 (Agreement.)
1. The City finds that WBCO accomplishes a public purpose and benefits the
community of Georgetown, Texas as it enhances the quality of life and the overall
economic development of the city per Chapter 380 of the Local Government Code.
The City finds that the services WBCO will provide pursuant to this Agreement are
services that the City would provide, absent this Agreement, within the vision and
limitations otherwise placed upon the City.
2 In consideration for the services WBCO provides pursuant to this Agreement, the
City agrees to pay WBCO an amount not to exceed a total of S6,000.00, to be paid in
equal quarterly installments by October 15, 2010, and on January 1, 2011, April 1,
2011, and July 1, 2011. The City also agrees to pay for utility services at the Mary
Bailey Head Start Center and Madella Hilliard Neighborhood Center.
3. As consideration for the funds to be paid by the City, WBCO agrees to provide the
following as a condition of this Agreement:
A. noon meals which provide 1/3 of the daily nutritional requirements, five
days a week for senior citizens of Georgetown, to be served in a
congregate social setting and delivered to homebound senior citizens;
B. coordinate as appropriate with the City and other community service
providers in the provision of services to Georgetown residents;
C. provide reports to the City on or before March 15, 2011, and on or before
September 15, 2011, which include progress meeting service objectives, the
total number of persons and agencies directly served, and the number of
Georgetown citizens served; and
D. provide to the City a copy of WBCO's annual independent auditor's
report based upon its fiscal year.
