ABSENT: None STAFF IN ATTENDENCE. Eric Lashley - Library Director OTHERS IN ATTENDENCE. Linda Nix — CTLS Lay Representative AGENDA' 1. Minutes of last Meeting: The meeting was called to order by Chair Betty Ann Sensabaugh at 6 30 PM. Lydia Harkey made the motion to accept the minutes of the August 2011 Library Advisory Board Meeting and Glenn Mautner seconded the motion. The motion passed unanimously. 2 DIRECTOR'S REPORT: Director Lashley reported Shelly Karp resigned from the board and David Ciambrone was removed from the board due to his absences Betty Ann had written a letter to Mayor Graver explaining David s absences were due to illness. Mayor Graver responded that the City Council had determined there were no excused absences and David could re -apply to rejoin the board at a later date. Director Lashley reported circulation and visitations were down for the month of August due to the closure of the library from August 1 — August 5 Eric projects total circulation for the year will be down due to the library being closed more days this fiscal year as compared to the previous year. However, statistics are up on a daily basis. Lashley reported Rita Kirkpatrick and Robert Barber had been learning the new inter- library loan system since it went live on August 1. The staff has been able to limit to ten items the number of requests we will fill from other libraries. Staff has seen a number of our patron ILL request being denied by lending libraries. This is due to the fact that most libraries do not have staff time or resources to loan materials to other libraries. Former employee Billy Cryer is working as an intern this semester and will begin teaching computer classes this month. Upcoming Events: Eric reported the Texas Society of Sculptures Show will end September 24 and the next art show will be the Art Hop in the month of October. This year, the Art Hop will feature mobiles hanging from the ceiling. The Friends of the Library's annual meeting will be on September 14. The City of Georgetown will be holding a meeting to discuss Urban Farming on September 15 at 6:00 PM in the Hewlett Room. The music program for the month of September will be Mariachi Jalisco at 2:00 PM on Sunday, September 18. The library will also have a short dedication ceremony for our new stained glass window in memory of Dixie Hanna, a long -serving staff member who passed away a few years ago. On September 24 the Williamson County Wine and Food Fest will be held at the Library. Director Lashley read aloud and discussed the patron comments for August. CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING: 1. Bookmobile — Eric Lashley: Eric reported interviews had begun to hire the Community Outreach Librarian (bookmobile librarian) and the staff hopes to have a candidate selected by September 20. The Friends organization has raised over $95,000 and is planning to hold some fundraising events in the fall. 2. Report on library budget — Eric Lashley: Director Lashley reported the City Council asked staff members to find cuts to equal approximately 1 % of the general fund which equals approximately $400,000. The City Manager asked all department heads to submit a 1 % cut from each department's budget. The library submitted cuts that totaled approximately $17,000. At the special Council meeting held on Monday, August 29 the Council did not make any cuts to the library's budget. The Council will vote on the final budget at their September 13, 2011 meeting. 3. Future of CTLS — Eric Lashley: Eric reported he attended a long-range planning meeting with members of CTLS. He reported he was disappointed in the meeting. Prior to the meeting, he had held talks with Pat Tuohy, Executive Director of CTLS, and it was his understanding the organization would transition into a membership -run organization with no paid staff. At the long-range planning meeting, Pat had developed a plan to raise funds to keep the organization going with paid staff. Director Lashley reported there will be a meeting held on September 23 in Cedar Park to discuss the future of CTLS. 4. Schedule of future meetings - Eric Lashley: Shana Forte Nichols made a motion to cancel the November 2011 Library Advisory Board meeting. The motion was seconded by Glenn Mautner and was passed unanimously. Chair Betty Ann Sensabaugh adjourned the meeting at 7:40 PM. Laura joined the staff in May 2008 and gradually became the library's primary cataloger. Sally Bernier will be carrying the full load of cataloging until a new cataloger is hired, • Uncertainty about the City's budget for 2011.12 was a primary concern for library staff throughout the month: STAFF ACTIVITIES • On August 18 Eric Lashley spoke to the American Business Women about the bookmobile. • On August 19 Eric Lashley attended the CTLS Long -Range Planning Committee meeting. Members of the committee had widely varying opinions s about the role CTLS should assume in the coming year. • As a representative of the Arts and Culture Board, on August 23 Eric Lashley attended a meeting of City staff and downtown business people to discuss a major redesign for the west sidewalk on Austin Avenue between 7th and 8th Streets: PATRON COMMENTS FOR August 2011 Comment: Fundraiser idea for bookmobile, Charge $2 or $3 for a library card with the bookmobile icon rather than $I replacement charge for a regular card. Comment; Deed more self check -oats - used to have two downstairs — now only one in the hallway (Note frcrin lirector: this was the week gftcr inventoiry when we had so many reserves we had to add additional shelving, the two selj'che°c°k ut stations are back in place) Comment: I miss the Rhino. Comment. Young Adult shelves are full more cases needed or books culled. (Noteyf om Director.- We have added more shelving and have shifted the collection), Comment: I'm offended by the signs in the nonfiction section of the second floor. The new arrangement is dumbed down: Comment- The lag on the Internet is atrocious. An hour of Internet times turns into 30 minutes of actual time. (No to ftcrux Director: The City has install equipment to monitor- the Public Internet. Comment: Please offer adult/senior Spanish class. I'm also interested in beginners' computer class. Perhaps a local college student could teach these classes. Comment. Based on the information provided to us, your attendance has dropped below 75 percent. You have exceeded the allotted number of absences for serving on the Library Advisory Board. By missing four out of eleven meetings this term, your attendance rate is at 64 percent which is below the mandatory rate approved by City Council. With regret I must hereby notify you that you are no longer eligible to serve. I understand that your health has prevented your service on the board at this time. Please know that we sincerely appreciate your contribution on the Library Advisory Board. Perhaps in the future you will be able to participate once again on a board or commission. Through the years, some of these boards and commissions have been hindered due to the inability of some members to attend the meetings. The City Council, in an effort to deal with this issue, has set attendance standards and has requested that they be enforced. Our records indicate that you have not been able to attend two of your regular Library Advisory Board meetings. The purpose of this letter is to inform you that upon missing a third meeting, you will have dropped below the 75 percent attendance mandate. The City's Code of Ordinance identifies the Attendance Policy, for regularly scheduled meetings, in Section 2.36.010 regarding the duties of commissions, committees, and board members. This policy states that "it is Council policy to require a minimum of 75 percent attendance of each board member. Excessive absenteeism will result in the board member being replaced by the Council." Excused absences are not allowed under this policy. This letter is a reminder that attendance is monitored, and we look forward to your continued service on the board. We value your knowledge and experience as a board member and wish to see you succeed while enjoying your term on the board.
