WELCOM NEW BOARD MEMBER Amy Vick was appointed to the Parks and Recreation Board. She will be filling the spot vacated by Richard Brown who resigned in July. IV. CONSIDERATION AND POSSIBLE ACTION ON FINAL REVIEW OF THE PARKS MASTER PLAN Barbara Austin of Richardson Verdoorn distributed a final copy of the Master Plan. The Council reviewed the plan in October and some minor changes were made. The city limits was corrected and the implementation plan was revised. Parks and Recreation Board Minutes December 13, 2001 Page 1 of 3 Barbara has been in contact with several other entities regarding plans for park/trails development that could benefit the City of Georgetown. They include • TxDOT regarding State Hwy 130 and a possible trail along that highway. • Williamson County joint project on the Chamberlain tract — keep in a natural state and also the old abandon railroad and D.B. Wood Road for trails • Southwestern University wants to tie into the City of Georgetown trail system and is updating their master plan Barbara pointed out that on the map, the areas in green are areas that need a park and there is no specific location determined for those areas. The Master Plan has been submitted to Texas Parks and Wildlife for review. There were some questions and they have been addressed, one being a formal resolution, which will come when council adopts the plan. The plan will be resubmitted to TPWD when it has been approved by Council. In the implementation plan the projects are grouped together with no particular rank order, just phase 1 and 2. Doug asked about marking the historical trails, like the Chisholm Trail. Barbara said the Chisholm Trail is mentioned in the Master Plan, but there is no clear map as to where it is. Danielle Plumer, a resident of Oakcrest Subdivision, is concerned with how the trail would look and where it would go after Spring Valley. Randy said the trail would leave the river and go toward Lake Georgetown. It is undetermined whether the trail would be concrete or crushed granite. Edward Plumer, a resident of Oakcrest Subdivision, is concerned with safety. John said safety will be the number one issue. Tracy Dubcak made a motion to accept the City of Georgetown Parks, Recreation and Open Space Master Plan revised as of November 2001. David Rinn seconded the motion and it passed by unanimous vote. Liz Mealy asked about any operating budgets setup regarding the projects listed in the Master Plan. There have been no budgets set up. V. CONSIDERATION AND POSSIBLE ACTION ON PARKLAND DEDICATION FOR THE CONCEPT PLAN OF MEADOWS OF GEORGETOWN Chuck Carroll with Cunningham -Allen Engineers spoke to the board regarding a 216-unit development out Hwy 29 next to Churchill Farms called Meadows of Georgetown. The development is proposing to dedicate 1.5 acres and pay $35,000 in fees. The total land Parks and Recreation Board Minutes December 13, 2001 Page 2 of 3 requirement for this development is 4.3 acres. The 1.5 acres of land proposed is next to land already owned by the City of Georgetown adjacent to a water treatment plant. Tracy is concerned with the land being too close to the buffer zone of the water treatment plant. Board members stressed that they really wanted the land, and not the fees in lieu of. David said he is not interested in the fees unless the developer builds a park on the land. The buffer zone of the Dove Springs Treatment Plan will need to be determined to see if a park can be dedicated in the location designated. Also, information on the plans for the lots in Dove Springs that border Meadows of Georgetown is needed. The developer will be back at the January meeting with more options. VI. APPROVE MINUTES FROM OCTOBER 11, 2001 A motion was made by Doug Blackard to approve the minutes from the October 11, 2001, meeting. Tracy Dubcak seconded the motion and it passed by unanimous vote. VII. UPDATE ON PARKLAND DEDICATION FOR CRYSTAL KNOLL TERRACE UNIT FOUR Kimberly Garrett reported that the 1.93 acres of parkland that was dedicated for Crystal Knoll Terrace Unit Four was approved by the City of Georgetown Engineers for parkland. VIII. FUTURE AGENDA ITEMS The board would like for key parks and recreation staff to report to the board on current events in their department. IX.
