Members Present: Kent Buikema , Bill Mateja, Barbara Owens, Mallory Bird, Shane Morris Members Absent: Bob Mathis, Robert Laemel Staff Present: Kimberly Garrett, Jill Kellum Minutes Regular Meeting 1. Call to order The meeting was called to order by Buikema at 7:02pm. 2. Roll call 3. Public Hearing on the Parks and Recreation Element of the 2030 Comprehensive Plan — Garrett Garrett explained that part of the 2030 Comprehensive Plan, all the elements that get adopted have to go through two public hearings by requirements in the 2030 plan and one of them is at the board level and it is after the plan is finished and in draft form and then one is at city council. Garrett stated the public hearing is open at 7:04 pm for the public hearing on the Parks and Recreation Masterplan and is open to comments. Public hearing closed at 7:07 pm. 4. Discussion on possible artwork for the new Recreation Center — Eric Lashley, Library Director Lashley explained he is the staff liaison for the Arts and Culture Board. The Arts and Culture Board has a budget of approximately $80,000 and one of their charges is to do public art. The Arts and Culture Board has decided to ask or work with the Parks and Recreation Advisory Board in some capacity to install a piece of public art for the Recreation Center expansion. Currently, they have a minimum budget of $40,000. They are looking for members of the Parks and Recreation Advisory Board and a staff member of the Parks and Recreation or a past board member that represents the Parks and Recreation Advisory Board to be willing to sit on a panel to decide what type art would be used and where it will be located. The Arts and Culture Board will have a meeting in two weeks and then come back to the Parks and Recreation Advisory Board in February. At that point the Parks and Recreation Advisory Board would appoint someone to be on the panel. The Arts and Culture Board will come up with the process for selecting the public art. Then the panel would make a recommendation to the Arts and Culture Board and the Parks and Recreation Advisory Board for approval of the piece and then it would go to City Council because of the dollar amount that is involved. They hope to have the art installed by the end of September. Lashley stated they would like to have 2 members from the Parks and Recreation Advisory Board. 5. Discussion and possible action on Georgetown Art Works Courtyard -Bob Weimer Presenting the program was Jane Estes, President of Georgetown Art Works. Georgetown Art Works is a community based arts organization. Last May, the Georgetown Art Works board members met with the Texas Historical Commission. Jane Estes stated the Texas Historical Commission provides free services for people trying to develop things in their downtown or historic communities. The meeting was to discuss the 8th street courtyard which is the area behind 8th and 9th street. Jane Estes showed the courtyard and explained the location. She stated they were th interested in purchasing a property on the 9 street side and were curious how to develop that courtyard to utilize it for their needs. The idea for the property did not work out but the architect from the Texas Historical Commission came back with a conceptual drawing of the area. Displays of public art from around the world were shown and conceptual drawings of the courtyard. The courtyard areas are owned by the property owners of the buildings. Mateja asked if this would be a park within the Georgetown park system. Jane Estes explained that in the City of Georgetown Masterplan a goal is to have public art space, a public art park and an event space. She stated they would like to see this become a public park and that the Parks Department manage and maintain and the Georgetown Art Works would help facilitate. Owens asked if the city did not want to take over as public parks space would this still happen if the businesses wanted to see it happen. Ellen Davis stated there is a Main Street Facade fund that would help with some of the cost. Jane Estes stated this could bring more vitality to the downtown area which would be open to the public and an area for small child and families. Jane Estes stated they are looking for a recommendation to take this forward to the City Council. Bob Weimer had approached the property owners and received positive feedback. Owens makes a motion to support the concept of the Georgetown Art Works th th Courtyard concept between 8 and 9 street and to recommend to City Council, Morris seconded the motion and it was approved by unanimous vote. 6. Discussion on Community Garden This item was pulled from the agenda. 7. Update on Recreation Center Open House Garrett presented the Grand Opening Flyer showing the new rates for the Recreation Center. The open house and ribbon cutting will be Saturday, January 31, nd 2009 and will be open for business Monday, February 2 . 8. Approve minutes from December 11, 2008 meeting Mateja made a motion to approve the minutes, Morris seconded and it was approved by unanimous vote. 9. Future agenda items 10.
