Members Present: Van Chandler, Russ Peterman, Mike Watson, Michael Simpson, Ron Doernbach, Mark Shepherd, Lindsey Davis Stover, Lilya Crystal, Kay Cobb Members Absent: Staff Present: Randy Morrow, Kimberly Garrett Minutes Regular Meeting 1. Tour of Georgetown Parks The Parks and Recreation Board toured some City parks. The parks toured were Summercrest, Edward's Park, Founder's Park, San Gabriel Park, Meadows of Georgetown, Tennis Center, Lake Georgetown, IOOF Cemetery, Geneva Park, San Jose Park, Williams Drive Pool and an area of the new hike and bike trail. The tour concluded with a BBQ dinner compliments of Van Chandler at his park on the San Gabriel River. 2. Call to Order The meeting was called to order at 7:35 pm. 3. Roll CaII All members were present. 4. Discussion and possible action regarding park development at Summercrest Ray Sanchez, with Summercrest Homeowners Association, spoke to the board regarding development of a 1.64 acre tract of land that was dedicated to the City as parkland. The subdivision is two years old and has 135 families. They would like a park for kids to play in. There is a private swimming pool in the subdivision which as built by the developer. It is adjacent to the parkland. There will be 210 families in the subdivision when built out. Mr. Sanchez said the developer still owes $3250 in parkland dedication fees. The homeowners are asking for $50,000 worth of amenities for a quality park to be built. The parkland dedication fees could be used to offset some of the development cost. Mike Simpson asked about the condition of the 1.6 acres. Mr. Sanchez said it is an open field ready for a park to be established. Ron Doernbach asked what the price of the homes were in the subdivision. Mr. Sanchez said about $180,000. The subdivision is creating good tax money and pays around $120,000 in property taxes. Russ Peterman asked about the process? Randy Morrow said that if the board approves the park, they would make a recommendation to City Council. Ron Doernbach asked if we have competing requests like this? Randy said most developers now are putting in the park with the development. A motion was made by Russ Peterman to recommend to City Council the development of Summercrest Park. Van Chandler seconded the motion and passed by unanimous vote. 5. Discussion and possible action regarding 3.11 acres of land along the North San Gabriel River There is a developer that wants to build homes on 3.11 acres of land on the north side of the North San Gabriel River next to the Country Club Bridge. The Oakcrest neighborhood went to the City P & Z meeting to protest a density change. P&Z did not allow the density change so the developer can only build 3-4 homes. Randy suggested the board send a letter to council in support of preserving the river corridor. Mark Shepherd made a motion that a letter be drafted to City Council regarding preserving the river corridor at that location. Russ Peterman seconded the motion and it passed by unanimous vote. 6. Discussion on alternative routing for the hike and bike trail along Spring Valley Road Van Chandler said the hike and bike trail is supposed to follow the cart path along Spring Valley, but it is very hilly and dangerous. Mr. Chandler suggested taking it through the natural area of his property. Russ Peterman said that was a good idea. Mark Shepherd said it wold be more recognizable as a hike and bike trail if it winded through the park along Spring Valley. Randy Morrow said it is a good idea, but the budget is always tight. 7. Update on Log Cabin in Old Town Park The Log Cabin has been through the parks and recreation board and needs to be taken to council for consideration. Jim Dillard from the Historical Society presented a plan at a prior board meeting. The last recommendation from Mr. Dillard was to dismantle the log cabin. Mike Simpson is concerned about safety. He said there is a board propping up the chimney. Randy said he will take the issue to the next City Council meeting 8. Approve Minutes from March 18, 2004 Mike Simpson made a motion to approve the minutes from March 18, 2004. Russ Peterman seconded the motion and it passed by unanimous vote. 9.
