Members Present: Kay Cobb, Lilya Crystal, Lindsey Davis Stover, Michael Simpson, Van Chandler, Ron Doernbach Members Absent: Russ Peterman, Mike Watson, Mark Shepherd Staff Present: Randy Morrow, Kimberly Garrett Minutes Regular Meeting 1. Call to Order Meeting was called to order at 7:00 pm. 2. Roll CaII 1 3. Discussion and possible action of of the 1/4 cent sales tax left to be dedicated to beautification and parks — Van Chandler Chandler is proposing to see if City Council will put an option on the ballot in November for citizens to vote to have 1/8 of a cent of the remaining sales tax dedicated to beautification of parks. Stover said it would directly benefit economic development and could generate 800,000 annually. Simpson said the money should be spent on open space, beautification and park development. Doernbach said beautification is too open ended and weak and asked about tying it to open space. Chandler said that he is in agreement with using the term open space. The money could be spent on open space, city gateways, botanical areas, and park development Stover asked if this money would have to be used for subdivisions that came to us for park development? Morrow said probably yes and Stover thought that might not be good. Morrow said that is more money than we have now. Morrow thinks it has a better chance of passing if it is tied to economic development. Chandler made a motion to recommend to City Council that an option be placed on the November ballot to earmark'/<¢ sales tax to be equally divided between economic development and open space purchases, city gateways, developing parks, historical markers and botanical areas. Simpson seconded the motion and it passed unanimously. 4. Presentation of Dog Park — Mike Simpson Simpson gave a presentation on what a dog park is since it is a relatively new concept. Dog parks are areas where dogs are just not permitted but welcomed. About 35% of households have dogs. There are a lot of guidelines out there on how to start a dog park. The initial cost is between $5,000-$15,000 to establish a dog park. Simpson showed pictures of different dog parks in Houston, Fort Worth, and Dallas. Dog park associations do fund raisers to help pay for supplies. Simpson has just started a Georgetown Dog Park Association to get the word out and educate people. Simpson said he felt it was important to get a strong association before proceeding. Stover asked about hours, Simpson said daylight hours are usually the times. Morrow asked about liability, Simpson said that people sign a release of liability. Simpson asked about a possible location. Morrow said behind the Parks and Recreation Administration building is one place, and also Berry Springs Park may be an option. 5. Update on Bond Issue and role of Parks and Recreation Board -Randy Morrow Morrow passed out some preliminary drawings of the recreation center and community center. He explained the drawings and talked about the additions and changes to the buildings. The bond issue will be on November ballot. The Bond Committee will go around and talk to different civic groups about the facts of the renovation and construction. 6. Consideration and possible action regarding review of the Draft Ethics Ordinance to be adopted on second reading by the City Council on June 22, 2004. After some discussion, Doernbach questioned the definition of "substantial interest", being that he is appointed by the school board as a member of the Parks and Recreation Board, he has an interest in the outcome. Stover made a motion to accept the ordinance with clarification of "substantial interest" as it relates to school board appointees. Cobb seconded the motion and it passed unanimously. 7. Update on sports complex venue - Russ Peterman Peterman did not attend the meeting. 8. Approve Minutes from May 13, 2004 Stover made a motion to approve the minutes from May 13, 2004. Doernbach seconded the motion and it passed by unanimous vote. 9. Future Agenda Items rvi — going to do presentation on progress 10. Adjourn Doernbach made a motion to adjourn
