The Parks and Recreation Board of the City of Georgetown, Texas, met on Thursday , August 12, 2004.

1. Roll Call

Lilya called the meeting to order at 7:10 pm
3. Update on Lake Georgetown Trail and Rivery Park Project - Randy Morrow
Morrow said the plans for the project are almost complete. We are going through the permitting process.
We will have a groundbreaking ceremony in 60 to 90 days. Completion should be late Feb or early March.
Cobb was concerned about safety on the trail, she said some places are overgrown. Morrow said the
Police do bike patrol and we have a park patrol with volunteers.
4. Update on November Bond Issue -Randy Morrow
During the presidential election, there will be three bonds on the ballot. Morrow showed the scale model
of the recreation center that was built by Croslin and Associates. He explained the different aspects of the
model — a Teen Center, additional gym, lap pool, showers and lockers and spray pool.
Crystal asked about Teen Center and if it was a membership. Morrow said it would probably be a
separate membership.
Doernbach asked about membership fee increases — Morrow said the fees and memberships would be
restructured to accommodate the pool.
Other bonds on the November ballot will be renovating the community center and a new library.
Morrow showed the drawings of the community center floor plan and sketches. The plan is to keep the
walls and floor and renovate the entire building.
The pool is planned to be a 25-yard by 25 meters pool for competition.
The design is just a schematic, if the bond passes, the details will be worked out later.
Simpson suggested the fact sheet not only have the family benefit, but also the economic benefit.
Doernbach also suggested having other findings from the other surveys that have been done
Shephard asked about hours and Morrow said hours would expand and staff would have to be added.
5. Update on sports complex venue - Russ Peterman
Peterman said the idea is that the City, County and school district join together to build a large events
complex. Originally it was focused on athletics, but has evolved into an events complex.
The County currently owns about 96 acres east of IH 35 close to the Candle Factory. Peterman said they
are in the process of trying to buy another 120 acres adjacent to the County property. The project would
not be built out as one big thing, but would be built as money is available and there is need. The most
immediate need is a football stadium, which would be on a neutral site if an additional high school were
built. Another component would be a very large coliseum to accommodate rodeo events and concerts.
Also a hotel would be built on the site along with restaurants. There would also be more athletic fields
built along with a separate soccer/track facility.
Southwestern is supportive and would probably be an end user.
The first phase would be the football stadium and a bond could be out as early as next year
Consider posting an action item next time to show support for the land purchase in which the City's portion
would be $800,000
6. Ethics Training Update - Kimberly Garrett
Morrow passed out the updated Ethics Ordinance that was adopted by City Council.
7. Approve Minutes from July 15, 2004
Chandler made a motion to approve the July 15, 2004, minutes. Cobb seconded the motion and it passed
by unanimous vote.
8. Future Agenda Items
Action item for board to show support for the Central Texas Events Complex

More discussion for the plans on what the board members can do to help promote the bonds and
get the fact sheets.
9. Adjourn
Simpson made a motion to adjourn. The meeting was adjourned at 8:22 PM.
