The Parks and Recreation Board of the City of Georgetown, Texas, met on Thursday , September 16,
2004.

Regular Meeting
1. RoII Call
2. CaII to order
Ron Doernbach called the meeting to order at 7:25pm.
3. Welcome new board member, Mark Ramsey.
Mark Ramsey was appointed to take the place of Lindsey Davis Stover.
4. Consideration and possible action for support of the Central Texas Events Complex -Russ
Peterman.
Peterman did not have anything new to report. Will talk about it at the next meeting.
5. Update on November bond election -discuss fact sheet.
Garrett has prepared a fact sheet, which compares present information about the recreation and
community center with the proposed plans, which will be available for the public. This fact sheet will
help in discussing the bonds with the public as members of the board can only discuss facts about the
upcoming bonds.
Morrow stated there would be "open houses" to present information to the public with the 1st one
being at St. John's on Monday September 20th at 6-7:30 pm. There are 5 "open houses" scheduled
concerning the bonds.
Simpson asked if the fact sheets explained the changes as well as the costs to taxpayers, and it was
clarified by Morrow that it did explain changes as well as costs.
Simpson also asked if recreation center membership fees have been discussed if the bond passed.
Garrett stated the fees at this point would be conceptual since the center may not open until 2010.
Garrett clarified that the fact sheet shows what the building is going to provide the citizens and does
not show the cost of memberships. Morrow interjected that the membership fee would be in line with
other recreation centers around the area, such as Round Rock, Cedar Park. Garrett stated the fact
sheet has been reviewed by the public information officer to make sure information is factual and not
opinionated.
Chandler inquired if the membership fees will cover the day to day operations. Morrow stated
membership fees would be used to offset fees for personnel, cleaning, and utilities. It would be run,
as it is now, with the memberships covering the cost of running the facility and is a "break even". As
memberships grow, the recreation center would be self-sufficient.
Doernbach was concerned that some of the wording on the recreation center fact sheet might be
confusing in regards to the "COST" with the estimated change in home value. Morrow stated the
wording was reviewed by an attorney to make sure the wording was not deceiving to the public.
6. Consideration and possible action to nominate a board member to the Heritage Gardens
steering committee.
Garrett said Simpson and Davis were on the committee but since Davis has resigned from the Board
we need to fill spot. The committee listens to the comments from the Board and the position is used to
be a liaison between the Heritage Garden Steering Committee and the Parks and Recreation staff.
The committee meets the 1st Wednesday of every month at the Health District from 8-9am.
Doernbach asked if the committee warranted additional board members. Garrett stated the
Committee wants the Board to be aware of issues since the Heritage Garden is parkland and the
committee wants the Board to be involved as much as they want to be involved. Garrett stated it was
an opportunity to have more representation. Can table issue and discuss at next meeting.
7. Discussion regarding donation from Jack and Cammy Garey.
Morrow gave information about 525 acres of land that has been donated by Jack and Cammy Garey
to the City of Georgetown. In addition, the Garey's have given $5 million dollars, with the City matching
$5 million within 3 years of their death. They have also left their home and cabin. A letter the Garey's
presented to council was given to members along with a map of the land. Morrow explained how the
donation would always be assured to be designated parkland/open space. Doernbach asked about
consequences if the City of Georgetown fails to match 5 million. Morrow stated that all the stipulations
have not been worked out at this point.
8. Approve Minutes from August 12, 2004
Shephard made a motion to approve the August 12, 2004 minutes. Cobb seconded the motion and it
passed by unanimous vote.
9. Future Agenda Items
• Update on Garey Ranch -Morrow
• Consideration and possible action for support of the Central Texas Events Complex-Peterman
• Consideration and possible action to nominate a board member to Heritage Garden's Steering
Committee.
10. Adjourn
Before adjournment, it was stated the next meeting would be on October 21, 2004.
Cobb made motion to adjourn the meeting at 7:48pm.
