The Parks and Recreation Board of the City of Georgetown, Texas, met on Thursday , October 21, 2004.

Regular Meeting
1. Roll Call
2. CaII to order
Crystal called the meeting to order at 7:03pm.
3. Welcome new board member, Mark Ramsey
Crystal and all board members that were present welcomed new board member, Mark Ramsey.
4. Consideration and possible action for support of the Central Texas Events
Complex-Peterman
GISD sent a letter of commitment to the county to purchase a subparcel. Things are starting to move
forward and the next meeting is November the 8th. After this meeting, Peterman will give an update.
Morrow asked if city has committed on land. Peterman said there would need to be some kind of
commitment from the city in the near future. We may do it by resolution of this board if the board
agrees and take it to council. The county has committed, the school district has committed, so the city
is the one that needs to get on board. Morrow interjected saying maybe after the bond election on
November 2 the city will get involved.
5. Update on November bond election.
There has been positive feedback. There is support from several groups. Information is located at
Georgetown High School, and the Georgetown Project. These groups are showing it to teachers, and
students for support. Monday, the 25th, is last night for open house, which will be at the Williamson
County Annex. This location will be more accessible for the Church Hill Farm neighborhood to access
the information on the bonds. Ramsey asked if bond passed would a pool close. Morrow said San
Gabriel pool would close and possibly modify it to be a skate park. Morrow spoke with TML about
liability and they said it would have to be a controlled environment where kids wear kneepads, certain
specifications on how many degrees that ramps are and in a gated area. Cobb asked if the skate
park would need to be staffed. Morrow said there would have to be an attendant at the skate park.
Cobb had questions about the police department wanting to start a skate park and Morrow said the
idea was to put a skate park at the basketball courts at Williams Drive pool, but there was citizen
opposition to it being located there. If bonds do not pass will possibly use McMaster Complex for
skate park.
Crystal was clarifying that if the bond passes the recreation center would not be opened until 2010,
and asked if the recreation center would stay open while construction was being done. Morrow
explained that they were spreading out the bonds and the construction on the library would be
underway for one year, then the blueprints for the recreation center would start one year after that.
Then the construction would start the next year after that. Completion would be 2007. Cobb asked
about any comments on the magnolia tree in front of the community center. Morrow explained that
council voted to take the tree out.
6. Consideration and possible action to nominate a board member to the Heritage Gardens
steering committee.
Garrett explained this was carried over from last meeting. Garrett met with the ladies from the
Williamson County Health District and they have their steering committee back in full swing. Simpson
and Davis were on the committee but since Davis resigned her position on the Parks Board, they were
looking for someone from the Parks Board to fill that spot. They meet the first Wednesday of every
month at the Health District office off on 3rd and Austin Avenue from 8am - 9am. Simpson attended
the last meeting. They gave a presentation about a trail that will be 0.5 miles. They are excited about
the project. Morrow and Garrett said that the trail would go to Annie Purl school. They want the
school to have access to the garden for after school projects and a learning center. No one at this
time is interested in the filling the position for the steering committee.
7. Update on Hike/Bike Trail to Lake Georgetown.
A path has been cleared where the trail is going. Pulte Homes of Texas donated a hydraulic ax and
the labor, to operate the ax, to clear a 12-foot wide area for the trail. On November 5th there will be a
pre -bid conference. This is where the contractors are taken out and shown where the trail is going.
On November 12th is when the bids are received. Some of the areas must be hand cleared due to
safety issues. The trail can now be seen and there are about 12 loads of trash to be hauled off.
8. Approve Minutes from September 16, 2004.
Motion was made by Ramsey to approve the minutes. Cobb seconded the motion and it passed by
unanimous vote.

Discussion about Economic development and 0.25 cent sales tax for parks.-Peterman
Discussion on December meeting.
10. Adjourn
Motion was made by Peterman to adjourn at 7:28pm.
