HomeMy WebLinkAboutRES 052708-S - Appoint Members TIRZ RESOLUTION NO. 0 5a 708 - S A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN,TEXAS, APPOINTING THE MEMBERS OF THE BOARD OF DIRECTORS OF THE WILLIAMS DRIVE GATEWAY TAX INCREMENT REINVESTMENT ZONE (TIRZ), THE WOLF RANCH TIRZ, AND THE DOWNTOWN GEORGETOWN TIRZ; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, on October 24, 2006, the City Council adopted Ordinance No. 2006-104 creating the Williams Drive Gateway Tax Increment Reinvestment Zone (TIRZ), on December 19, 2003 the City Council adopted Ordinance No. 2003-90 creating the Wolf Ranch Tax Increment Reinvestment Zone, and on November 9,2004, the City council adopted Ordinance No. 2004-77 creating the Downtown Georgetown TIRZ; and WHEREAS, Section 3 of Ordinance No. 2006-104 creating the Williams Drive Gateway Tax Increment Reinvestment Zone (TIRZ), Section 3 of Ordinance No. 2003-90 creating the Wolf Ranch TIRZ • and Section 3 of Ordinance No. 2004-77 creating the Downtown Georgetown TIRZ all state: Section 3. Board of Directors. That there is hereby created a Board of Directors for the Zone, which shall consist of five (5) members. The directors appointed to Position One, Three and Five shall be appointed for two year terms, beginning on effective date of this ordinance while the directors appointed to Positions Two and Four shall be appointed to one year terms beginning on the effective date of this ordinance. All subsequent appointments shall be appointed for two-year terms. The member of the Board of Directors appointed to Position One is hereby designated to serve as chair of the Board of Directors for the term beginning on the effective date of this ordinance, and ending upon the expiration of the initial term of Position One. Thereafter the City Council shall annually nominate and appoint a member to serve as chair for a term of one year beginning January 1 of the following year. The City Council authorizes the Board of Directors to elect from its members a vice chairman and such other officers as the Board of Directors sees fit. WHEREAS, Section 311.009(e) of the Texas Tax Code states that "To be eligible for appointment to the board by the governing body of the municipality, an individual must: (A) be qualified voter of the municipality; or (B) be al least 18 years of age and own real property in the zone, whether or not the individual resides in the municipality. WHEREAS, the Georgetown Independent School District and the Williamson County Commissioners Court have waived their right to appoint a member to the Board of Directors. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: *i fm 05,%'701r-.S lNe- l of 3 SECTION I. Findings. The City Council finds and declares that the appointment of Directors to the Williams Drive Gateway Tax Increment Reinvestment Zone (TIRZ), the Wolf Ranch TIRZ, and the Downtown Georgetown TIRZ are in conformance with the following Policies in the City's 2030 Comprehensive Plan: VS.1.1.B We have retained our unique identity and heritage by protecting the historic character of downtown and our older neighborhoods. VS.2.1.C We have encouraged sound, compact, quality growth, including pedestrian-friendly development patterns that incorporate mixed uses and densities, conserve resources, and accommodate public transportation, alternative fuel vehicles, biking, and walking as convenient substitutes for automobile use VS.2.3.13 Along our major highway corridors we have Selectively determined appropriate locations and applied design standards for large commercial developments and other high traffic generating uses SECTION 2: Appointment of Board of Directors. The following persons are hereby appointed to the Boards of Directors for the terms commencing on the effective date of this resolution for the Williams Drive Gateway Tax Increment Reinvestment Zone (TIRZ), the Wolf Ranch TIRZ, and the Downtown Georgetown TIRZ: Williams Drive Gateway TIRZ Name Term Expires Paul E.
