Members Present: Daniel Dance, Jean Houck, Robert Laemel, Bill Mateja 4 Members Absent: r- Kent Buikema, Shane Morris, Simone Pollard Staff Present: Randy Morrow, Kimberly Garrett, Jill Kellum, Robert Staton Minutes Regular Meeting 1. Call to order The meeting was called to order by Robert Laemel at 7:00 pm. 2. Roll Call 3. Introduction of staff member Robert Staton, Senior Program Coordinator Robert Staton was introduced by Garrett. Staton has been with the department 13 years. Staton presented some programming at the Senior Center. He explained the KYDSS (Keeping Young Doing Senior Stuff) program and the day trips that are offered. There was some discussion of the transportation issues. Currently, the City of Georgetown has two 15 passenger vans that the PARD use for programming and part of this programming is used for transporting seniors for the day trips. This requires two staff members to go on trips. It would be beneficial to have a bus that carries 30 — 35 members and would only require one staff member to attend the trips. 4. Consideration and possible action to appoint a Parks Board member as representative to a subcommittee of the Arts and Culture Board to select a sculpture for the park as part of the 3M grant. Garrett explained there was approximately $5000 - $6000 from the 3M grant that will be used by the Arts and Culture Board and a subcommittee is being formed to select the sculpture. Mateja made a motion to appoint Laemel to the subcommittee and the motion was seconded by Dance and it was passed by unanimous vote. 5. Discussion and possible action on element ideas for the RFQ for the Special Event / Festival Area in San Gabriel Park Garrett met with the project coordinator in preparing the RFQ for an architect. The RFQ must list the elements the City of Georgetown is looking for the special event / festival area. There was discussion about the parking and if the rodeo arena and the show barn will remain in the park for the term of their lease agreement. Garrett requested the Board's input for the elements of the area. Laemel suggested the board review the masterplan and the concepts implemented in the plan and email Garret their ideas. 6. Discussion and possible action on Recreation Center and Tennis Center fee increase. Laemel asked if the fee increase was a request from city council. Garrett stated that a fee increase was presented to council in April and this is what would be done to help fund the two new positions needed at the recreation center and continue to close the gap in revenues and expenses. Morrow explained that the City of Georgetown is trying not to undercut the private industry. Morrow explained the increase is gradual so to not hit the public with a high increase by waiting several years to increase the fees at one time. Houck made a motion to approve the fee increase as presented and the motion was seconded by Mateja and it was approved by unanimous vote. 7. Discussion on TRAPS workshop to be held November 19b Garrett invited the Board to attend the TRAPS workshop and extended the opportunity to volunteer for the event. 8. Update from Friends of Georgetown Parks and Recreation Laemel showed the display banner that was made for the Friends of Georgetown Park and Recreation to use at different events. Compass Bank has set up programs to bring in revenue for the Friends of Georgetown Parks and Recreation. The Friends attended the Haunted Hayride and handed out candy at their booth. They will be attending the Market Days event. Garrett mentioned that Pollard has decided not to reapply for the board and her position as liaison to the Friends of Georgetown Parks and Recreation will need to be reappointed. 9. Discussion of Parks and Recreation Monthly Review for October Mateja suggested that City Council receives a copy of the Parks and Recreation Monthly Rev iew. Garrett stated the review is sent monthly to the City Manager by staff. 10. Approve minutes from October 14th meeting Houck made a motion to approve the minutes and the motion was seconded by Dance and it was approved by unanimous vote. 11. Future agenda items 12.
