The Parks and Recreation Board of the City of Georgetown, Texas, met on Thursday , March 10, 2011.

Regular Meeting
1. Call to Order
The meeting was called to order at 7:00 pm by Daniel Dance.

3. Introduction of new Parks and Recreation Advisory Board members
Daniel Dance introduced Jim Hailey, John Hesser and Syed Warisi and they give
a brief introduction of themselves and their interest in participating on the board.
4. Election of vice chair and secretary for Parks and Recreation
Advisory Board
Jean Houck made a motion to elect Bob Laemel as vice chair and the motion
was seconded by Jim Hailey and the motion passed by unanimous vote. Syed
Warisi made a motion to elect Jean Houck as secretary and the motion was
seconded by Shane Morris and the motion was passed by unanimous vote.
5. Discuss the 2011/2012 budget process to obtain input from Advisory Board -
Finance Department
The Finance Department was unable to attend the meeting. The meeting will be
rescheduled for next month.
6. Discussion on inclusion and what the budget involvement would be for the
programs for 2012
Kimberly Garrett explained that inclusion is that we provide equal programs for
everyone regardless of ability. She explained that clients with special needs
require more resources and to fund these resources requires a budget. Kimberly
Garrett explained that inclusion is providing programs for everyone regardless
of ability. There will be more citizens that have these needs as the city grows and
the demand for this type of programming will increase. Jim Hailey asked what
the Exceptional Georgetown Alliance^asking of the city. Kimberly Garrett stated
they want the city to operate the program to include the registration, hiring the
staff and payroll. Kimberly Garrett stated this type of program will be an
expense and not generate a lot of revenue. Kimberly Garrett stated she
requested $25,000.00 to run the camp and offer additional programs. The city
would hire a camp director that has experience with this type program.
Kimberly Garrett stated city council is aware of the request. She added that the
Parks and Recreation Department has worked with EGA to offer summer
programming at the pools, challenge course and tennis center.
7. Discussion and possible action on the Parks Bucks program
Kimberly Garrett explained when the Parks Bucks program was initially set up it
was to help youth that could not afford programming at the Recreation Center.
The Parks Bucks program was introduced so the kids could do community
service work to earn money for the programs they want to be involved in. Some
of the services they can do were clerical jobs, picking up trash, general clean up
and scorekeeping at the Recreation Center. In exchange for the time they work
they earn the equivalent of minimum wage to be applied towards a program.
Kimberly Garrett stated she would like the program to have a 50/50 split in
payment; one half monetary payments and one half community services.
Kimberly Garrett explained that the Parks Bucks program could be used towards
any program that does not involve paying an instructor, which would be
memberships and youth basketball and soccer programs. Jean Houck, the liaison
for The Friends of Georgetown Parks and Recreation, explained The Friends of
Georgetown Parks and Recreation was formed to help economically
disadvantaged families and to help with childhood obesity. She explained The
Friends of Georgetown Parks and Recreation is a newly formed nonprofit group
whose membership is growing, and in the future they may be able to give
scholarships for programs offered by Georgetown Parks and Recreation. The
board decided to bring this forward next month and in the interim the board
members can submit ideas to Kimberly Garrett.
8. Discussion on July 2011 Plans for National Parks and Recreation Month
July is National Parks and Recreation Month and it was discussed last month to
showcase Georgetown Parks and Recreation Department and the Parks and
Recreation Advisory Board. Kimberly Garrett stated that summer is the busiest
time to do special events. Shane Morris suggested the special events/marketing
employee send out information weekly about parks and recreation. It was also
discussed to make a proclamation through the city council. There was discussion
to ask the local newspaper to run a story on Georgetown Parks and Recreation,
and possibly one of the local magazines to run an article to focus attention to the
parks and recreation system. Daniel Dance asked where the content would come
from. Garrett stated NRPA gives information for the National Parks and
Recreation Month. The board decided to continue discussion at next month's
meeting.
9. Approve minutes from the February 10, 2011 meeting
Shane Morris made a motion to approve the minutes and the motion was
seconded by John Hesser and the motion passed by unanimous vote.
10. Future agenda items
• Discuss the 2011/2012 budget process to obtain input from Advisory

• Schedule Tour of the Parks for the Parks Board members
• Discussion on July 2011 Plans for National Parks and Recreation Month
• Update for Friends of Georgetown Parks and Recreation
• Discussion of Parks and Recreation Monthly Review for February and

• Recognition to Georgetown Parks and Recreation for receiving the TRAPS
Gold Medal Award
11. Adjourn
Shane Morris made a motion to adjourn the meeting. The meeting adjourned
at 8:53 pm.
