The Parks and Recreation Board of the City of Georgetown, Texas, met on Thursday , September 8,
2011.

Minutes
Regular Meeting
1. Call to order
The meeting was called to order at 7:00 pm by Robert Laemel.
2. Roll call
3. Update on the Make a Splash National Swim Program — Houck
Kimberly Garrett spoke to the city's insurance carrier, TML, concerning the
insurance requirement for membership, and private organizations are not
permitted to be members of TML, but they can issue an endorsement to list USA
Swimming as an additional insurer. Jean Houck will follow up with USA
Swimming to verify all angles of liability issues.
4. Update on status of RFQ's for park projects — Garrett
Kimberly Garrett stated that a committee has been appointed for selecting an
architect for the amphitheater but they have not met. There is an item on the
City Council meeting for Tuesday, September 13th where the Finance
department will ask City Council for direction if the selection committee should
proceed due to economic climate.
5. Parks and Recreation budget update — Garrett
Kimberly Garrett explained the recent budget process and some of the budget
cuts that were proposed. She explained that the budget must be approved by
September 27th.
6. Discussion on how Parks and Recreation Board can help the Parks and
Recreation Department - Garrett
Kimberly Garrett stated the board can help the Parks and Recreation department
by getting into the community and networking with City Council to advocate for
the Parks and Recreation Department. Everyone needs to know what services
are offered through the department and where facilities are located.
7. Opportunities for Parks and Recreation Board involvement: Urban Farming
Workshop and Unified Development Code Update - Garrett
Kimberly Garrett stated that councilmember, Rachael Jonrowe, wanted to see
what interest the citizens had about urban farming. Rachael Jonrowe's idea is to
expand community gardens in neighborhood parks. Kimberly Garrett stated
that John Hesser started the community garden in Sun City and he gave
Kimberly Garrett and Rachael Jonrowe a tour and explained the operation of the
garden. Kimberly Garrett stated there will be an open house workshop on urban
farming Thursday, September 15, 2011 and encouraged the board members to
attend.
Kimberly Garrett stated the Unified Development Code (UDC) governs the
building guidelines for the City of Georgetown. Parkland Dedication is part of
the UDC. She stated Chapter 13, which includes the parkland dedication, will be
under review soon. The Planning Department wants to consider updating the
Parkland Dedication section to implement the goals of the park masterplan. She
stated there is a UDC Taskforce and this is an opportunity to change the
Parkland Dedication ordinance.
8. Update from Friends of Georgetown Parks and Recreation - Houck
• The Friends of Georgetown Parks and Recreation (FGPR) did not meet for
their regular monthly meeting due to Labor Day and the annual meeting
is scheduled for September 19, 2011 at 7:30 pm.
• Jean Houck has contacted the Texas Federated Women's Club for a grant.
The consideration is for a $400.00 grant to be used for goggles and caps.
• Bob Laemel states they have received numerous applications for
assistance. The Parks Bucks application is attached to the application for
assistance. The Boys and Girls Club in Georgetown have 100 children that
would benefit from the Learn to Swim program. The need is great and
more funds are needed.
• There was additional discussion about financial goals for the FGPR.
9. Discussion on the partnership between GPARD and Exceptional
Georgetown Alliance as it relates to inclusion — Dance
Kimberly Garrett stated the $15,000 for summer camp is still included in the
budget to partner with EGA. The $15,000 will fund the Let's Make a Friend
Camp which is in June. Daniel Dance asked if there were any other inclusion
activities. Kimberly Garrett explained about the special needs dances that are
held throughout the year. There is a fee to attend to offset the expenses of the DJ
and food. Boo Run is a fundraiser for EGA. The funds raised will be used for the
staff to run the camp. Parks and Recreation will be the administrator of the
camp. Daniel Dance asked if the Parks and Recreation Department could help
promote or raise awareness for the Boo Run since there is some connection with
EGA. Kimberly Garrett stated the information can be posted at the Recreation
Center.
10. Discussion of Parks and Recreation Monthly Review for August
Bob Laemel praised the Parks and Recreation staff for the programming that is
offered and run throughout the summer. There was some discussion on the
monthly review.
11. Approve minutes from the August 11th meeting
Jean Houck made a motion to approve the minutes. There was discussion for
corrections to the minutes for Item 8. John Hesser would like the minutes to be
corrected to state: The Census was correct that 38% percent of the population is
over 55 but Sun City residents represent a majority of the 38% of the population.
Bob Laemel made a motion to approve the minutes as amended and John Hesser
seconded the motion. The motion was approved by unanimous vote.
12. Future agenda items
Bob Laemel wanted the minutes to reflect the great article and picture in the
TRAPS magazine for the gold medal that the Parks and Recreation Department
won in March.
13. Adjourn
John Hesser made a motion to adjourn the meeting. The meeting adjourned.
