ECONOMIC DEVELOPMENT COMMISSION MEETING
THURSDAY, NOVEMBER 20, 2003
Members Present: Dr. Ronald Swain-Chair, Henry Carr-Vice Chair, Russ Peterman -
Secretary, Ralph Nayman, Joe Pondrom, Kathy Heidemann, Henry
Boecker, Josh McClure, Tom Crawford, Rick Smith, Ed O’Rourke
Staff Present: Mark Thomas, Tina Dunbar
A. Call to order - A quorum being present the meeting was called to order at 6:30 p.m.
B. Discussion and possible action regarding the minutes of the October 16, 2003, meeting. Minutes
unanimously approved (MOTION by Carr, seconded by Nayman)
C. Comments from the Chair.
Chair Swain deferred his time due to a full agenda.
6:45 p.m. -- recessed into Executive Session
D. Section 551.087 Deliberation Regarding Economic Development
7:50 – returned to Open Session
E. Action from executive session.
The Commission unanimously resolves to support the recommendation presented by City staff to
offer minimum incentives to TASUS Corporation. (MOTION by Peterman, seconded by Boecker).
F. Presentation, discussion and possible action regarding GISD – Russ Peterman
Item deferred.
G. Presentation, discussion and possible action regarding GTEC – Henry Carr
No significant activity to report.
H. Presentation, discussion and possible action regarding Regional Airport – Ed O’Rourke
O’Rourke announced that he has been appointed as the Austin-San Antonio Corridor Council
alternate representative to the TXDOT Regional Airport Advisory Committee. Presentation
deferred.
I. Presentation, discussion and possible action regarding subcommittee reports
Crawford reported that the Freeport Subcommittee has had trouble gaining access to the County
Appraisal District information. The subcommittee expects to get the information from other
sources and go forward with subcommittee work.
J. Presentation, discussion and possible action regarding liaison reports
McClure reported on Main Street activity including the recent opening of Monica’s 701 and the
Alamo Drafthouse visit to Georgetown.
K. Presentation, discussion and possible action regarding staff report – Mark Thomas
Mark Thomas reported on the City hiring process and the status of the marketing position.
L. Discussion and possible action regarding future meeting dates and agenda items.
Discussion was held on attendance at the December meeting. Due to the holidays, several
Commissioners will be absent but a quorum is expected.
