BOARD MEETING FOR THE
GEORGETOWN MAIN STREET ADVISORY BOARD
Thursday, October 3, 2002

I. Call to order
Meeting called to order at 8:30 a.m.
II. Discussion and possible action regarding plans for establishment of
Development Corporation and vision and mission statements
Funding options:
Improvement District – Release monies collected in area and have the
organization administer the funds. Can work through property tax or sales tax
to be channeled to the district.
TIF would be approved by City Council. Needs to be presented by owners.
PID allows entity to expect a return on investment. Development is funded
through bonds and increased values pays back the bonds. Contract w/
Developer.
What is the property tax collections for this area?
BID is a bond improvement by a city council action.
Info on Northville (Laurie Ward, Director of DD Authority)
An arm of the city. They use a TIF and no funding is done by festivals. Set
base value on property and any increases on value was taxed and went to
DDA. Started with City money. The county and school district were willing to
release a percentage of the increased value. 6 square blocks. They had a 20
year TIF with a sunset clause. They actually own property and participate in
land swapping programs. Members appointed by Mayor. All members were
private citizens or business owners.

Smithfield, VA
11,000 people. They used a TIF. Property owners and business owners
contributed. The city matched the funds. They also have a fundraiser that
raises $70-80K/year. Need to have a full time employee. 8 blocks long, 3
blocks wide. Not sure how they got started in funding. Today it is $54,000
from each. Action plan is impressive. www.downtownsmithfield.com
Austin, TX
Membership entity. Businesses are based on value of property.
Lincoln, NB
They used block grants.
Vision/Mission - elements
Descriptor – downtown management corporation/organization
Design and direct programs to improve downtown’s image, to strengthen
economic base and to increase its attractiveness.
Need to add or include historic preservation.
Review of duties/activities:
Advocacy and Economic Development
Business planning.
Sponsor loan program.
Business recruiter.
Advocate for downtown.
Business retention.
Long-range planning.
Purchase and ownership of property.
Communications and Marketing
Provide communication via website, newsletters, etc.
Clearing house for information.
Develop marketing plans.
Promotion of downtown: target out of town visitors
Maintenance and Beautification
Main Street Program duties.
Parking.
Improve and protect streetscape design and maintenance.
Support corporate and private property maintenance and beautification.
Support wayfinding system, public restrooms, etc.
Gateways
Façade Fund
Outliers:
Need paid full-time staff and a good database.
Consider contracting with other entities for services, such as festivals, etc.
Road ownership.
Should be non-profit entity, with board of 7 to 9 members (capped at 9)
Group leans toward not being membership/dues driven.
Need to work out relationships with other boards, commissions, groups.
