HomeMy WebLinkAboutMinutes_HOUAB_06.20.2007Housing Advisory Board Minutes, June 20, 2007 Page 1 of 2 City of Georgetown Housing Advisory Board Minutes June 20, 2007, at 3:30 p.m. Glasscock Conference Room—Georgetown Municipal Complex 300-1 Industrial Ave., Georgetown, Texas 78626 Members present: Hartley Sappington; Chair, John Gavurnik; Vice-chair, Nancy Biggs; Secretary, Cynthia Anderson, Janis Cowman-Arteaga, Emily Northrop, Larkin Tom, Naomi Walker Members absent: Debbie Hoffman Staff present: Jennifer Bills; Housing Coordinator, Elizabeth Cook, Principal Planner This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board, appointed by the Mayor and the City Council, makes recommendations to the City Council on affordable housing matters. Regular Session - To begin no earlier than 3:30 p.m. Meeting called to order at 3:34 p.m. 1. Consideration and possible action to approve the minutes of the Housing Advisory Board meeting held on Wednesday, May 16th, 2007. Minutes approved 7-0. (Walker arrived after minutes were approved.) 2. Introduction of Connie Fuller, Mayor of Liberty Hill, TX. Connie Fuller was unable to attend the Board meeting. Councilman Bill Sattler was introduced to the Housing Advisory Board. 3. Consideration and possible action to recommend Unified Development Code amendments regarding Housing Variety. Elizabeth Cook, Principal Planner, presented ideas for a Housing Variety Ordinance to include in the Unified Development Code. She explained that the City Council has directed the Planning Department to produce a plan in which incentives could be offered to developers to increase the diversity of lot sizes and housing types within new subdivisions. The main suggestions that the Board provided included fee waivers, streamlining the zoning/platting process for affordable develops, and allowing garage apartments. 4. Possible action to create a sub-committee to work on formal affordable housing definition and policy goals for presentation to City Council. Sappington explained that the purpose of the sub-committee is to work with Bills to outline some goals and policies that will provide a starting point for a formal housing policy. Housing Advisory Board Minutes, June 20, 2007 Page 2 of 2 Sappington appointed Anderson, Cowman-Arteaga and Walker to the sub-committee. Gavurnik motioned approval of the sub-committee with the appointed members. Walker asked is anyone on the Board would have an issue with her serving on the subcommittee while the Georgetown Housing Authority’s Sierra Ridge development is going through city approval processes. No one stated any objections. Biggs seconded the motion. Motion passed 8-0. 5. Discussion items from Staff: a. Discussion on vision and goals for the Housing Master Plan element of the Comprehensive Plan. Bills said this item was to get the Board thinking about topics they would like to see in the Housing Element of the Comprehensive Plan. She will be presenting in a Council Workshop in October to update the City Council on the direction she and the Board are planning to go with the Housing Element. b. Additional items from Staff. 6. Discussions items from Board members: a. Additional items from Board members. Walker updated the Board on the Sierra Ridge development. She announced that the project did not score well for competitive tax credits, but that is looked like the Housing Authority would be issuing bonds. She also said that she would be presenting to the Georgetown Transportation Enhancement Corporation and the Economic Development Corporation to request city assistance on specific elements of the development. Motion to adjourn by Gavurnik, second by Anderson.
