HomeMy WebLinkAboutMinutes_HOUAB_10.24.2007Housing Advisory Board Minutes, October 24, 2007 Page 1 of 2 City of Georgetown Housing Advisory Board Minutes October 24, 2007, at 3:30 p.m. Williamson Conference Room—Georgetown Municipal Complex 300-1 Industrial Ave., Georgetown, Texas 78626 Members present: John Gavurnik; Vice-chair, Nancy Biggs; Secretary, Cynthia Anderson, Janis Cowman-Arteaga, Debbie Hoffman, Emily Northrop, Naomi Walker Members absent: Hartley Sappington, Larkin Tom Staff present: Jennifer Bills; Housing Coordinator, Bill Sattler, Councilmember This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board, appointed by the Mayor and the City Council, makes recommendations to the City Council on affordable housing matters. Regular Session - To begin no earlier than 3:30 p.m. Meeting called to order at 3:36 p.m. 1. Consideration and possible action to approve the minutes of the Housing Advisory Board meeting held on Wednesday, September 19, 2007. Motion to approve by Walker, second by Biggs. Approved 7-0. 2. Report on the October 8, 2007 City Council Workshop presentation on Attainable Housing. Bills reported on her presentation at a City Council Workshop. She expressed that the presentation went well and City Council seemed to accept the facts. Walker asked about the Housing Variety Ordinance and if that was discussed in the presentation. Bills said that it was touched on, but that the issue would be going back to Council in November by Planning to present findings on the issue and get further direction. The Board expressed their concerns that the incentives used for this ordinance could undercut attainable housing incentives. 3. Discussion and possible action to form a Housing Element Consultant selection workgroup. Bills explained that the Housing Element of the Comprehensive Plan is the next element to be started. This element will be the Housing Master Plan that the Affordable Housing Taskforce recommended be completed to City Council. Bills had already solicited for proposals from housing consultants and asked for some volunteers from the Board to read the proposals and sit in on interviews, in addition to Sappington. The Board agreed to cancel the November meeting and hold the regular meeting on Dec. 19th, 2007. b. Feedback on the Georgetown Attainable Housing Criteria. Bills reminded the Board that if they had any comments on the possible criteria that was handed out in the last HAB meeting to get those to her. c. Update on the Housing Variety Ordinance. Gavurnik announced that he would be doing rehab of apartments in Austin to let Habitat for Humanity and the Georgetown Housing Authority that there would be used appliances and fixtures that would available for reuse. Walker updated the Board on the progress of the Sierra Ridge and Shady Oaks developments. The Georgetown Housing Authority is trying to get support from the Discovery Channel to do some “Green Building” for do roofing and paving on the Shady Oaks rehab. She also updated that she will be going to the Georgetown Transportation Enhancement Corporation (GTEC) to received funds (approximately $690,000) to pay for the infrastructure related to the public roadways. Walker will also be going to the City Council to request fee waivers for development related fees from the City. Hoffman announced that the Habitat for Humanity Board had met at the Smith Branch Park Subdivision off of Quail Valley Dr. to discuss what the future plans are for 6 lots that Habitat owns. She was asking for input from the HAB on what they felt an appropriate housing use would for the area. The majority of structures in the neighborhood are duplexes and fourplexes. It was suggested that a survey of current Habitat residents in single family houses to get their perspective on the neighborhood.
