HomeMy WebLinkAboutMinutes_HOUAB_02.20.2008Housing Advisory Board Minutes, February 20, 2008 Page 1 of 2 City of Georgetown Housing Advisory Board Minutes February 20, 2008, at 3:30 p.m. Glasscock Conference Room—Georgetown Municipal Complex 300-1 Industrial Ave., Georgetown, Texas 78626 Members present: Hartley Sappington; Chair, Nancy Biggs; Secretary, Cynthia Anderson, Janis Cowman-Arteaga, Larkin Tom, Naomi Walker Members absent: John Gavurnik; Vice-chair, Debbie Hoffman, Emily Northrop Staff present: Jennifer Bills; Housing Coordinator This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board, appointed by the Mayor and the City Council, makes recommendations to the City Council on affordable housing matters. Regular Session - To begin no earlier than 3:30 p.m. Meeting called to order at 3:38 p.m. 1. Consideration and possible action to approve the minutes of the Housing Advisory Board meeting held on Wednesday, December 19, 2007. Motion to approve minutes by Walker, second by Anderson. Motion was approved 5-0 (Biggs absent) 2. Update on reappointments to the Board. Bills announced that all the previous Board members had be reappointed to the Housing Advisory Board. Anderson, Biggs, Northrop, and Sappington we reappointed for only a one year terms, so as to stagger the term expirations, as called for by the By-Laws. 3. Consideration and possible action to elect a new Chair, Vice-Chair and Secretary for the upcoming year. Bills stated that with the new term, elections to select the Chair, Vice-Chair and Secretary must be held. Discussion from the Board concluded those that had held the positions previously had done a fine job. Cowman-Arteaga motioned to re-elect Sappington as Chair, John Gavurnik as Vice-chair and Nancy Biggs as Secretary. Anderson seconded. Motion was approved 5-0. (Biggs absent) (Sappington left meeting, Biggs arrived) 4. Discussion items from Staff: a. Update on Housing Element progress. Bills announced that Eric Fulmer and Marjorie Williams with Mullin & Lonergan Associates would be in Georgetown March 25-27. They will be holding a series of meetings and interviews to study the Housing Market and housing needs in Housing Advisory Board Minutes, February 20, 2008 Page 2 of 2 the City. Meetings with the Board will be held on March 25 at 8:30 am to kick-off their visit and March 27 at 10:30 am to go over the findings from the week. b. Update on affordable housing projects in the City. Bills updated the Board on the 400 Main St. project that had gone before City Council for approval of a Tax Credit resolution and a renegotiated Development Agreement. The project was seeking to place a Tax Credit funded Senior Living apartment downtown on the second phase of the 400 Main St. project. The original developer had planned a mixed-use retail-office-residential building for this site. City Council voted not to support the Tax Credit resolution or Development Agreement, as they did not believe that was the best use for this particular site. c. Additional items. 5.
