Housing Advisory Board
Minutes
July 17, 2008, at 3:30 p.m.

Members present: Hartley Sappington; Chair, John Gavurnik; Vice-chair, Nancy Biggs;
Secretary, Cynthia Anderson, Janis Cowman-Arteaga, Emily Northrop, Larkin Tom, Naomi
Walker
Members absent: Debbie Hoffman
Staff present: Jennifer Bills; Housing Coordinator
This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board,
appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters.
Regular Session - To begin no earlier than 3:30 p.m.
Meeting called to order at 3:40 p.m.
1. Consideration and possible action to approve the minutes of the Housing Advisory
Board meeting held on Wednesday, June 18, 2008.
Northrop corrected minutes as it showed that she was both present and absent. Motion
to approve minutes by Gavurnik, second by Walker. Motion to approve passed 8-0.
2. Discuss rough drafts of the demographics profiles of the Housing Element.
Bills presented rough drafts of the Introduction, Population & Household Profile,
Housing Profile, and Economic Profile of the Housing Plan. The Board made comments
and corrections they saw in the drafts. A main concern was that the Housing Stock
analysis would clearly differentiate between single family and multifamily stock. Board
members other housing issues that needed to be addressed in the rest of the sections of
the Plan.
3. Discuss schedule for the next consultant visit.
Bills said that the interim report would be available by the next Board meeting. She
proposed having the consultants return on September 8, 2008 to present the Housing
Plan to the Board, City Staff and to the City Council. The Board and consultants would
be able to present the Plan in a City Council Workshop. There was discussion on how
best to educate City Council, city staff and the public on the findings of the Housing
Plan.

4. Discussion items from Staff:
a. Update on Housing and Neighborhood Development projects.
Bills stated that the City has created a Home Repair program that will use funds that
have previously been available to the Caring Place. She said that she would present
more on the program at the next meeting.
b. Additional items.
Bills and Walker updated the Board on the progress of the Sierra Ridge Housing
development. The site plan will go before the City Council on August 12 for
consideration.
5. Discussions items from Board members:
a. Additional items.
Northrop brought up the issue of addressing a question from City Council on why
doesn’t the market provide housing affordable to lower income households.
Gavurnik agreed to work with Northrop to create a real numbers example to explain
how costs discourage market rate development at the lower end.
Board adjourned at 4:47 p.m.
