Minutes
Wednesday, July 22, 2009 at 3:30 p.m.

Members present: Janis Cowman‐Arteaga, Betty Craig, Tom Crawford, John Gavurnik, Dollene
Thompson, Tim Todd, Larkin Tom and Naomi Walker
Members absent: Debbie Hoffman
Staff present: Jennifer Bills; Housing Coordinator, Cathy Krenek, Recording Secretary
This is a meeting of the Housing Advisory Board. The Board, appointed by the Mayor and the
City Council, makes recommendations to the City Council on affordable housing matters.
Regular Session ‐ To begin no earlier than 3:30 p.m.
The meeting was called to order at 3:32 by Todd, Vice‐Chair.
Agenda
1. Consideration and possible action to approve minutes from the May 20, 2009 and June 3,
2009 meetings.
Walker made a correction to the minutes from the Jun 3rd meeting to correct item two
that she was not the speaker at the “Spotlight on Design” tour.
Motion to approve minutes as corrected, by Gavurnik, second by Thompson. Approved
7‐0 (Arteaga absent).
2. Discussion and possible action on the draft Housing Element of the 2030 Comprehensive
Plan.
Bills updated the Board on the recent City Council agenda item regarding the Housing
Element. The Board had forwarded an item to City Council to create a subcommittee
with Council to review the Housing Element Policy Recommendations. Bills stated that
at this time, City Council has declined to review the Housing Element. The Board
discussed what the purpose of the Board would be if they were not working on the
Housing Element or implementing policy recommendations. From the discussion,
several ideas presented were:
• Researching federal, state and private grants for which the City could apply.
• Look at ways to increase home buyer education programs in Georgetown
• Look at the possibility of setting up a Community Housing Development
Organization (CHDO) in Georgetown
• Get other housing organizations to give presentation on their programs (i.e.
Housing Works)

She suggested that on strategy could be to postpone forwarding the Housing Element to
Council for year while looking into these ideas. Members of the Board reluctantly
agreed, but decided to review the situation in six months.
Motion by Larkin to table the Housing Element for six months and review possible
action in early 2010. Walker seconded motion. Approved 7‐0. (Arteaga absent)
3. Discussion and possible action on future meeting dates.
The Board decided to meet on a reduced schedule. The next meeting will be September
16th, 2009 at the earliest.
4. Update from staff on current project.
Bills updated that the city run Home Repair Program has been going well. In June, Bills
worked with volunteers from the Main Street Baptist and San Gabriel Presbyterian
Church to provide major repairs to three low income residents.
Bills also updated that for the 2009‐2010 fiscal year, the City has been awarded $64,590 of
Community Development Block Grant funds to install a sidewalk along Scenic Drive
from University Avenue to 17th Street.
5. Adjournment
Motion to adjourn by Gavurnik, seconded by Crawford. Approved 8‐0.
