Minutes
January 20, 2010, at 3:30 p.m.

Members present: Debbie Hoffman; Chair, Tim Todd; Vice‐chair, Janis Cowman‐Arteaga, Tom
Crawford, John Gavurnik
Members absent: Betty Craig, Dollene Thompson, Larkin Tom
Staff present: Jennifer Bills; Housing Coordinator, Candice McDonald, Recoding Secretary
This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board,
appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters.
Regular Session ‐ To begin no earlier than 3:30 p.m.
The meeting was called to order at 3:45 by Todd, Vice‐Chair.
Agenda
1. Consideration and possible action to approve minutes from the October 21, 2009
meeting.
Motion to approve the minutes, by Todd, second by Gavurnik. Approved 5‐0 (Craig,
Thompson, and Tom absent).
2. Discussion on Community Development Block Grant application.
Bills discussed on the Community Development Block Grant (CDGB) funding
application. The application for October 2010‐2011 budget cycle are due February 9th.
Bills discussed what the staff is seeking in funds this year for different projects. The
projects are: 4 different Sidewalk Projects, Home Repair Program, Impact and
wastewater connection fees, and Good Neighbor Fund. The CDGB does not require
matching funds, but providing matching funds increases the project score.
3. Discussion and possible action on the Housing Element.
The Board discussed and decided to keep the Housing Element on the agenda for future
meetings to revisit in the April meeting. Motion to approve to revisit the Housing
Element, by Gavurnik, second by Arteaga. Approved 5‐0 (Craig, Thompson, and Tom
absent).
4. Discussion about Board and Commission appointments.
The Board discussed possible recruitments to apply for the board.
5. Discussion and possible action on future meeting dates and topics.
The Board discussed future meeting dates. It was decided that the February meeting be
cancelled and the next meeting will be in March 2010.
6. Update from staff on current projects.

a. Weatherization Assistance Program
Bills discussed that the Weatherization Assistance Program. Previously she had
informed the Board that the City was going to receive funds from the Dept. of
Energy, through TDHCA. After the last meeting TDHCA informed the City that
they were misinformed of the program requirements and the City of Georgetown
would no longer be receiving funds. There are still funds available to residents of
Williamson County through the Hill Country Community Association.
b. Sierra Ridge
Bills also discussed that Sierra Ridge is no longer going forward.
Bills also discussed about the 2010 census. As part of the Georgetown Complete
Count Committee she has placed signs at apartment complexes and other parts
of town that do not get a large response back to educate the public on the
importance of the Census, especially for the future grant funding opportunities..
