Minutes
November 17, at 3:30 p.m.

This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board,
appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters.
Regular Session ‐ To begin no earlier than 3:30 p.m.
The meeting was called to order at 3:30 by Betty Craig.
Agenda
1. Consideration and possible action to approve minutes from the September 15, 2010
meeting. Motion to approve the October 20, 2010 minutes by Tijerina. Second by
Leissner. Approved 7‐0 (Thompson and Williams absent).
2. Discussion about revising the first four policy recommendations of the draft Housing
Element.
Bills suggested that the Housing Board consider altering some of the language in the
first four policy recommendations. Recommendation #1: “Treat affordable housing as a
major policy issue in Georgetown” and recommendation #4: “Treat nonprofit and for‐profit
affordable housing developers as a special class of developer” are more of general policies that
do not really require more detailed implementation plans like #2: “Waive all municipal
impact fees and development fees for housing units affordable to 80% of the area median income
and below” and #3: “Increase the amount of land zoned specifically for multi‐family housing
development” so Bills recommends the board review #1 and #4 and bring suggestions of
changes to the next meeting.
Bills reviewed information given to the Board to start considering recommendation #3.
The packet of information provided showed the adopted Future Land Use Plan map and
land use definitions, current Zoning Map, and existing high density developments. The
Board discussed the meaning of this information and how this relates to locating new
multifamily areas of town.

For the next Board meeting, members will go over fee information to start considering a
plan to implement recommendation #2.
3. Announcement about City of Georgetown Boards & Commissions applications.
Bills announced that the application deadline for reapplying to serve on City boards and
commissions ends on January 14th. The HAB has four terms that are expiring. All
current board members holding these seats are eligible to reapply.
4. Discussion and possible action on future meeting dates.
The Board decided to not hold the meeting in December and to have the next regularly
scheduled meeting on January 19, 2011.

Motion to adjourn by Leissner. Second by Craig. Approved 7‐0 (Thompson and Williams
absent).
