Minutes
May 18, 2011 at 3:30 p.m.

This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board,
appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters.
Regular Session ‐ To begin no earlier than 3:30 p.m.
The meeting was called to order at 3:35 by Chair Todd.
Agenda
1. Consideration and possible action to approve minutes from the April 20, 2011 meeting.
There was a slight edit pointed out to correct a couple members names. Motion to
approve the minutes with corrections by Pergl. Second by Leissner. Approved 7 ‐ 0
(Todd, Curlee, Fisher, Leissner, Parkhurst, Pergl, Williams, Woodward); Greenberg &
Curlee absent.
2. Discussion and possible action on the revision to the Housing Advisory Board by‐laws
adopted by City Council on May 10, 2011.
The City of Georgetown’s Assistant City Attorney, Bridget Chapman, discussed key
points of the recently revised by‐laws.
3. Discussion and possible action on policy recommendations and implementation plans
for the first four recommendations.
Treat affordable housing as a major policy issue in Georgetown.—Brad Curlee,
Ron Pergl
Curlee was absent. Pergl stated that a periodic review of affordable housing to
show that there is a strong demand. Todd pointed out that there were over 600
applicants who recently applied for Section 8 in just one day. Woodward

suggests that the Housing Advisory Board provide prepare statistics for the next
meeting with City Council.
Waive all municipal impact fees and development fees for housing units
affordable to 80% of the area median income and below.—Kyle Fisher, Murray
Greenberg
Greenberg was absent. Fisher provided key information pertaining to the Impact
and Developments fees on Affordable Housing. His suggestion was to provide
real numbers showing the amount of fees that would be given to a developer
compared to the various taxes and economic benefits the City would receive
from the additional households. Council would be able to see the waiving of fees
as an investment and get a demonstrable return on investment. The numbers
need some research, which staff will work on with the board.
Increase the amount of land zone specifically for multi‐family housing
development.—Gary Leissner, Clay Woodard
Leissner suggests that the Housing Advisory Board come up with the total
number of acreage zoned for multi‐family housing development. Once this
information is obtained, it will give the Board an opportunity to determine how
much more land is needed to proceed with more affordable housing.
Through research, Woodard found that the average percentage of land set aside
for Multi‐Family housing development in the United States is approximately
8 ‐ 10%. Woodard states that Georgetown falls short of this number and suggests
that a portion of the land designated for Mixed‐Use can be dedicated to land for
Multi‐Family.
Treat nonprofit and for‐profit affordable housing developers as a special class of
developer.—Lalena Parkhurst, Patsy Williams
This recommendation will be discussed at the June 15 th Housing Advisory Board
meeting.
4. Discussion and possible action on future meeting dates.
Board will meet on the scheduled June 15, 2011 meeting date.
