Minutes
July 20, 2011 at 3:30 p.m.

Staff present: Jennifer Bills, Housing Coordinator; Avery Craft, Recording Secretary
This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board,
appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters.
Regular Session ‐ To begin no earlier than 3:30 p.m.
The meeting was called to order at 3:36 by Todd.
Agenda
1. Consideration and possible action to approve minutes from the June 15, 2011 meeting.
Motion by Fisher to approve the minutes. Second by Greenberg. 9 – 0 (Approved; Tim
Todd, Kyle Fisher, Gary Leissner, Lalena Parkhurst, Ron Pergl, Patsy Williams, Clay
Woodard, Morris Greenberg, Brad Curlee)
2. Discussion and possible action on Chapters 2‐10 of the draft Housing Element.
Bills suggested that the Housing Advisory Board look into changing the terminology of
the chapters.
Woodward suggested changing the terminology from “Affordable Housing” to
“Workforce Housing.” Greenberg suggested something along the lines of “Reasonable
Housing.”
Todd stated that he did not believe that the Board could completely separate from the
term “Affordable Housing” but there should be an education component attached to the
phrase to explain in detail what it actually is.
3. Discussion and possible action to report to City Council on the Housing Element
progress.

Woodard provided some suggestions of wording and background information to
support the recommendations in the Housing Element. The board discussed ways of
restructuring the recommendations to be more persuasive and easier to understand.
4. Discussion and possible action on policy recommendations and implementation plans
for the first four recommendations.
Treat affordable housing as a major policy issue in Georgetown.
Waive all municipal impact fees and development fees for housing units
affordable to 80% of the area median income and below.
Increase the amount of land zone specifically for multi‐family housing
development.
Treat nonprofit and for‐profit affordable housing developers as a special class of
developer.
The board discussed some revised numbers and models for recommendation #2 on the
cost of development and fees for new housing development.
5. Discussion and possible action on future meeting dates.
There will be no meeting on August 17, 2011. The next regular Housing Advisory Board
is scheduled for September 21, 2011.
