Minutes
October 19, 2011 at 3:30 p.m.

Members present: Tim Todd, Kyle Fisher, Gary Leissner, Lalena Parkhurst, Clay Woodard,
Morris Greenberg, Brad Curlee
Members absent: Ron Pergl, Patsy WIlliams
Staff present: Jennifer C. Bills, Housing Coordinator
This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board,
appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters.
Regular Session ‐ To begin no earlier than 3:30 p.m.
The meeting was called to order at 3:37 by Todd.
Agenda
1. Consideration and possible action to approve minutes from the September 21, 2011
meeting.
Motion to approve the minutes by Fisher, second by Greenburg. Motion passed 6‐0
(Parkhurt absent at the time of vote).
2. Discussion and possible action on Chapters 1‐11 of the draft Housing Element.
a. The board discussed Chapter 11: Policy Recommendation of the Housing
Element. The official title of chapter what changed to Policy Rationale and
Recommendations. Bills provided a revised draft of the chapter that included
possible language changes suggested in the previous meeting. Board members
provided basic text corrections. The members discussed the new rationale
section that provides the background for why the recommendations are needed.
This is a rewording of the previous Policy Recommendation #1.
Recommendations #2 “Waive all municipal impact fees and development fees for
housing units affordable to 80% of the area median income and below” and #4
“Treat nonprofit and for‐profit affordable housing developers as a special class of
developer” had been combined to create the new #1 “Develop a program
through which workforce housing developers can receive incentives to provide
new units.” The previous Recommendation #3 “Increase the amount of land
zoned specifically for multi‐family housing development is now #2. The board
provided comments and possible rewordings for the recommendations.

Members of the board expressed interest in providing more detailed edits to the
recommendations. Bills stated that she would send out the draft document in
markup mode so members could add their own changes for everyone to see. She
also said that in the future all documents for meetings would be out no later than
4:00 pm the Friday before the meeting.
3. Discussion and possible action on future meeting dates.
a. The board will meet at the next regular meeting on November 16th. There will
not be a meeting in December due to the holiday schedule.
4. Adjournment.
