HomeMy WebLinkAboutMinutes_HOUAB_01.12.2012Housing Advisory Board Minutes, January 18, 2012 1 City of Georgetown Housing Advisory Board Minutes January 18, 2012 at 3:30 p.m. New Planning Conference Room —Georgetown Municipal Complex 300-1 Industrial Ave., Georgetown, Texas 78626 Members present: Kyle Fisher, Gary Leissner, Lalena Parkhurst, Ron Pergl, Tim Todd, Clay Woodard Members absent: Brad Curlee, Morris Greenberg Staff present: Jennifer C. Bills, Housing Coordinator; April Quade, Reporting Secretary This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board, appointed by the Mayor and the City Council, makes recommendations to the City Council on affordable housing matters. Regular Session - To begin no earlier than 3:30 p.m. The meeting was called to order at 3:35 by Todd. Agenda 1. Consideration and possible action to approve minutes from the November 16, 2011 meeting. Motion to approve the minutes by Todd, second by Fisher. Motion approved 6-0 2. Discussion and possible action to forward a resolution of support for Highland Property Group LLC to apply for the Housing Tax Credit and HOME Partnership Programs for the rehabilitation of the San Gabriel Apartments, located at 1100 Leander Road. The Board discussed San Gabriel Apartments request for support of a tax credit resolution. The tax credits will be used for the substantial renovation and the addition of greater amenities to the existing apartment complex. Fisher expressed concern that existing residents might be “priced out” and unable to continue living there if the property owner increased rental rates after the renovations are completed. Bills explained San Gabriel Apartments would have to follow strict guidelines provided by Texas Department of Housing and Community Affairs. As part of the application, below market rental rates and income guidelines will be set within the plan accepted by TDHCA. The Board does not see any negative impact on the community for a renovation of the San Gabriel Apartments as it will enhance the area and modernize the units. Motion by Leissner to forward the resolution of support to City Council for approval, second by Parkhurst. Motion approved 6-0. Housing Advisory Board Minutes, January 18, 2012 2 3. Discussion on creating a presentation and talking points to take to City Council. Parkhurst discussed if having support from a group such as The Chamber of Commerce or Jimmy Jacobs would be beneficial. Todd stated he did not think support from such organizations would be pertinent. The Board discussed presenting a statement to companies within the City of Georgetown that would ask them to answer “Yes” or “No” in support to the statement. The statement would be general such as “City of Georgetown needs affordable housing to meet staffing demands,” or “A Housing Element for City of Georgetown is a priority”. Woodard offered to create a statement for the Board to review. Bills reviewed statistics in previous proposals presented to City Council. Members of the Board discussed which statistics would benefit the Housing Element presented to City Council. The board discussed if a presentation to City Council should be postponed from the March meeting to the second meeting in April, due to the Georgetown ISD Spring Break. Board members agreed postponing a presentation to City Council to the April meeting. 4. Discussion and possible action on Chapters 1-11 of the draft Housing Element. No discussion on this item. 5. Discussion and possible action on future meeting date. The next Board meeting will be held on February 15, 2012. 6.
