HomeMy WebLinkAboutMinutes_HOUAB_04.18.2012Housing Advisory Board Minutes, April 18, 2012 1 City of Georgetown Housing Advisory Board Minutes April 18, 2012 at 3:30 p.m. New Planning Conference Room —Georgetown Municipal Complex 300-1 Industrial Ave., Georgetown, Texas 78626 Members present: Brad Curlee, Kyle Fisher, Lalena Parkhurst, Tresa Sautier, Tim Todd Members absent: Gary Leissner, Ed Mullikin, Ron Pergl, Clay Woodward Staff present: Jennifer C. Bills, Housing Coordinator; April Quade, Reporting Secretary This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board, appointed by the Mayor and the City Council, makes recommendations to the City Council on affordable housing matters. Regular Session - To begin no earlier than 3:30 p.m. The meeting was called to order at 3:35 by Todd. Agenda 1. Consideration and possible action to approve minutes from the March 21, 2012 meeting. Parkhurst requested a correction to reflect that she was not present for vote of Item #1 of the agenda. Correction will be made to read, “Parkhurst not present, arrived late.” Todd announced the bylaws were readopted last year. When reading from bylaws in previous meeting, the 1st paragraph was a little different, therefore the reading was not accurate. Motion to approve minutes by Curlee, Sauthier second. (5-0) 2. Discussion and report on current actions at City Council meetings a. Discussions on multifamily and affordable housing policies. Bills reported no additional items by council members have been put on Council agenda meeting date. Multi-family item was discussed during council workshop, but was not discussed as “affordable housing” item. City Manager, Paul Brandenburg, asked Council if they wanted further exploration. Council members were in agreement and wanted more research. Bills does not have a timeline on when item will go back to City Council. Todd said he talked directly to the City Manager. Todd mentioned to Brandenburg that he (Todd) had a capable and knowledgeable board that is informed on the exact items that Brandenburg is looking for. Housing Advisory Board Minutes, April 18, 2012 2 Bills announced reorganization of City of Georgetown’s Community Development department is in process. Reorganization is due to Elizabeth Cook’s retirement to be at end of April. Elizabeth Cook is Director of Community Development. Bills announced July 24th is first available workshop date for Council, which the HAB is scheduled to present at workshop. Todd said he spoke with Council member, Rachel Jonrowe who is very open to the idea of affordable housing. Jonrowe was very receptive to Housing Element being a part of 2030 plan. 3. Discussion on strategy for recruiting support and marketing campaign for the Housing Element. Bills reminded the Board of P&Z Chair Brashear’s suggestion from last meeting that the HAB put a face to the affordable housing community, to show City Council how this is a relevant city issue. Todd announced he has support from some living in Georgetown Housing Authority properties to be present at council meeting. Curlee said he could recruit the director of Habitat for Humanity to attend, or possibly some of their customers. Parkhurst said she might be able to get members of Boys and Girls Club. Also, Parkhurst will ask school principals to ask teachers if they would be willing to represent at City Council meeting. Discussion on currently posted job openings at City of Georgetown and using information from the job posting as exhibits in the Housing Element to be presented to Council. The board also discussed looking at Georgetown ISD and Williamson County job postings. Curlee will qualify the candidate on income levels (based on job postings) and determine how much house they can buy or how much rent can they afford. Bills will report on current occupancy levels, but she reported it’s been about 98%. Fisher reminded it will also be good to have “live” bodies present at the council meeting. Sauthier will talk to healthcare companies to see if she can get a statement of support. For next HAB meeting, Bills will print out job postings and will get with Curlee to determine how much house or apartment they can afford. 4. Discussion on creating a presentation and talking points to take to City Council. Fisher requests to change the wording on the second slide from “creation” to “adoption”. Fisher suggests inserting the job posting information into the Benefits of Workforce Housing slide. Also insert statement from a healthcare human resource department. Other corrections were suggested for typos and layout of Powerpoint presentation. Housing Advisory Board Minutes, April 18, 2012 3 Bills reported once adopted, the plan will be reviewed every 5 years. There was discussion if HAB will present all 15 recommendations to Council for adoption. Bills clarified that the list of recommendations had been edited to 7 of the most immediate and least controversial recommendations and that they will all be presented. Bills said HAB will make it clear that Council will have the option to delete recommendations and then continue voting on the adoption of the remaining recommendations. 5. Discussion and possible action on Chapters 1-11 of the draft Housing Element. No discussion on Chapters 1-11 of the draft Housing Element. 6.
