P R O C L A M A T I O N
WHEREAS, on the afternoon of May 8, 2008, Colin Paul and his brother, Preston, were
playing video games at their home. Their cousin, Christen Normann, who was over
visiting, was playing with a magnetic building set and had put one of the connector balls
in her mouth. She began to choke and Preston yelled, “Christen is choking!” Colin
quickly got behind her and dislodged the ball with the Heimlich maneuver; and
WHEREAS, Colin explained the situation to his mother and said “If it weren’t for
Scouting, I wouldn’t have known what to do”; and
WHEREAS, Colin and Troop 405’s other new Scouts had spent six troop meetings
completing the First Aid Merit Badge; and
WHEREAS, Colin, age 12, is a Tenderfoot Scout in Troup 405 which is chartered to
Crestview Baptist Church in Georgetown, Texas; and
WHEREAS, Colin received the Medal of Merit from the Capitol Area Council during
Troop 405’s Court of Honor on March 23, 2009; and
WHEREAS, this is the first Medal of Merit presented to a Troop 405 Scout during the
Troup’s 23 years of existence.
NOW, THEREFORE, I, GEORGE GARVER, MAYOR OF THE CITY OF
GEORGETOWN, TEXAS, do hereby proclaim that the City of Georgetown would like to
honor Colin Paul for his quick action and heroic efforts.
