That the face that it is necessary to fix the salaries of the said officers prior to the date of the said election creates emergency making it necessary that the rules requiring that an ordinance be read at three separated meetings prior to its passage he suspended, and that the said rules are hereby suspended , and this ordinance is a.t once pa.ssed, and that it takes effect from and after its passage.
