HomeMy WebLinkAboutRES 061306-T - Takeback RecyclingRESOLUTION NO. ez I f A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, SUPPORTING THE PASSAGE OF STATE LEGISLATION REQUIRING PRODUCERS OF ELECTRONICS AND COMPUTERS TO PARTICIPATE IN TAKEBACK RECYCLING PROGRAMS, AND ADOPTION OF STATEWIDE PROCUREMENT GUIDELINES TO REQUIRE VENDORS WHO PROVIDE PRODUCTS TO STATE AND LOCAL GOVERNMENTS TO TAKE BACK DISCARDED ELECTRONIC PRODUCTS. WHEREAS, discarded electronic products, including computers, televisions, and cell phones, can contain toxic materials that can pose hazards to human health and the environment when Iandfilled or incinerated; and WHEREAS, discarded electronic products are an increasing problem for the City of Georgetown and other local governments, who are currently responsible for providing a safe means of disposal of these products; and WHEREAS, the costs incurred by the City of Georgetown for disposal of products that contain toxic material and are not easily recyclable, particularly electronics, are in affect taking away valuable funding that could easily be spent on other recycling programs; and WHEREAS, producer takeback recycling programs shift the burden of disposal costs for electric products from local ratepayers back to the producers, internalizing these costs and giving a market incentive to design products that are more durable, less toxic and recyclable. N OW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: S ECTION 1. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this ordinance implements the following policy of the Century Plan - Policy Plan Element: P olicy Statement 13.0, which states ' All municipal operations are conducted in an efficient business -like manner and sufficient financial resources for both current and future needs are provided," Takeback Recycling Resolution No. QIP I S 0 to "T Page 1 of 2 C: IDOCUME—IIDANELL—I.COG\LOCALS—I1 TEMPINOTES898DCA12006 TAKEBACK RECYCLING RES.DOC and further finds that the enactment of this resolution is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan.
