RESOLUTION NO. O f a O 1° - a A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS REQUIRING THE USE OF CONSERVATION SUBDIVISION DESIGN STANDARDS FOR CERTAIN DEVELOPMENT PROJECTS WITHIN THE SOUTH SAN GABRIEL RIVER BASIN. WHEREAS, the South San Gabriel river basin is a vitally important natural resource for the citizens of Georgetown, and WHEREAS, the protection of the water quality in the South San Gabriel river basin is necessary to ensure the long term health of the river, its tributaries and the recreational amenities associated with the river including Blue Hole, San Gabriel Park, and the future Garey Park; and WHEREAS, one of the most effective ways to maintain high levels of water quality is through the permanent preservation of undeveloped open space, and WHEREAS the majority of the land within the South San Gabriel river basin is currently undeveloped; and WHEREAS, the City has received or expects to receive development applications for multiple properties within the South San Gabriel river basin that comprise over 2,000 acres; and WHEREAS, the City Council has directed city staff to develop regulations to implement the principles of conservation subdivision design within the South San Gabriel river basin, but those regulations have not yet been adopted; and WHEREAS, the development applications that the City has received or expects to receive will require amendments to the City's comprehensive plan in order for the development projects to be approved; NOW, THEREFORE BE IT RESOLVED, that the City of Georgetown shall require all proposed development projects within the South San Gabriel river basin, that require an amendment to the City's comprehensive plan in order to be approved, to incorporate the principles of conservation subdivision design including, but not limited to: the preservation of significant, permanently undeveloped open space, the preservation of environmentally, historically or ecologically significant features of the land, the preservation of significant stands of native trees, the preservation and continued use of native landscape vegetation, roadway design that respects and follows the natural topography of the land, and the clustering of development lots.
