RESOLUTION NO. 0 `�a !v Olo. E--3 A Resolution authorizing Children's and Youth Program Funding Agreements Between the City of Georgetown and The Georgetown Project, The Clements Boys and Girls Club- Stonehaven Unit, and Georgetown Partners in Education and for these agencies and organizations to provide services for the citizens of Georgetown, and authorizing the Mayor to execute same and the City Secretary to attest. WHEREAS, the City Council finds that it will provide funding through a contract for services to legally qualified non-profit organizations which provide services that the City is legally authorized to provide, but is not currently providing, when such services are to support programs for children and youth who have Little or no access to the City of Georgetown's programs, either because of fees or location; and WHEREAS, these programs need to be offered on a regular basis after school and/or during vacations and breaks; and WHEREAS, these programs also shall have little or no charge or fees to participating youth and children; and WHEREAS, the programs and activities need to be open to the public and be held at an accessible facility; and WHEREAS, the City Council finds that the provision of such services accomplishes a public purpose and is beneficial to the community to meet the City's health, safety and welfare obligations; and WHEREAS, the City of Georgetown and The Georgetown Project (TGP) desire to enter into an agreement to assist TGP provide youth development and youth activity programs for children, youth, and families in Georgetown, including public mental health services for children and families, parenting support for parents and childcare providers, and drug prevention programming for Georgetown youth; and WHEREAS, the City of Georgetown and The Clements Boys and Girls Club — Stonehaven Unit (CLUB) desire to enter into an agreement to assist the Club to provide after school youth programs during the school year and full day youth programs during the summer that provide safe places for children and youth in the community by providing recreationally based programs that are centered upon character & leadership development, education & career development, health & life skills, the arts, and sports, fitness, and recreation; and Resolution No. 0 ?0? L ©Co - c ,C- ,3 2006/07 Children's And Youth Program Funding Agreements Page 1 of 2 WHEREAS, the City of Georgetown and Georgetown Partners in Education (PIE) desire to enter into an agreement to assist PIE provide a volunteer tutoring program that provides fee tutoring for GISD students in grades K-8. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Councilfinds that this resolution implements the following policy of the Century Plan -Policy Plan Element 4.0 City owned, sponsored or managed health and human services enhance the quality of life of the citizens of Georgetown. and further finds that the adoption of this resolution is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. SECTION 2. The Mayor is hereby authorized to execute, and the City Secretary to attest thereto, funding agreements with The Georgetown Project; the Clements Boys and Girls Club — Stonehaven Unit, and Georgetown Partners in Education, and on behalf of the City of Georgetown.
