RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS REGARDING RECOGNITION
OF FINANCIAL DONATIONS TO THE
CITY OF GEORGETOWN PUBLIC LIBRARY
WHEREAS, the mission of the Georgetown Public Library is to enhance the quality of
life of all members of the community by providing open and equal access to information
by creating opportunities for lifelong learning and by encouraging a love of reading; and
WHEREAS, as a publicly funded institution, the Georgetown Public Library recognizes
that its primary responsibility is to the local community and individual taxpayers that
support library services, and
WHEREAS, the City Council recognizes that grants gifts, donations, partnerships, and
sponsorships are sources of additional support that will allow the Georgetown Public
Library to enhance the level, extend the range and improve the quality of library
services to the community; and
WHEREAS, the Georgetown Library Foundation and the Friends of the Georgetown
Public Library, both non-profit organizations dedicated to advancing the interests of the
Georgetown Public Library, are interested in pursuing such sources of funding that will
enhance the Georgetown Public Library's image and add value to its services, and
WHEREAS, the Georgetown Library Foundation and the Friends of the Georgetown
Public Library have proposed guidelines for sponsorship agreements with donors to
benefit the Georgetown Public Library and to recognize the donors for their financial
contributions and with dedications of plaques, rooms and the library property,
WHEREAS the City Council has reviewed the sponsorship guidelines and agrees to
implement the guidelines as set forth herein.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF GEORGETOWN, TEXAS, THAT:
SECTION 1: The facts and recitations contained in the preamble of this
resolution are hereby found and declared to be true and correct, and are incorporated
by reference herein and expressly made a part hereof, as if copied verbatim. The City
Council hereby finds that this resolution implements the following policies of the Century
Plan - Policy Plan Element:

Policy Statement 6.0, which states: "City owned, sponsored or managed public
information and education services enhance the quality of life of the citizens of
Georgetown,"
Policy Statement 8.0, which states: "Parks, open space, recreation facilities and
services, and social and cultural activities contribute to an enhanced quality of life
for the citizens of Georgetown,"
and further finds that the enactment of this resolution is not inconsistent or in conflict
with any other Century Plan Policies, as required by Section 2.03 of the Administrative
Chapter of the Policy Plan.
SECTION 2: The City Council of the City of Georgetown agrees to
recognize donors to the City of Georgetown Public Library by acknowledging their
financial contributions and support to the Library by dedicating plaques, rooms within
the Library, or the Library proper in the donor's honor as follows and as further set forth
in this Resolution:

* If the City receives a donation at the $5,000,000 "Distinguished Benefactor" Level, the City will use
such funds to defease any outstanding debts related to the library.
SECTION 3: The City shall only pursue sponsorship agreements that will
further the Georgetown Public Library s mission, goals, objects and priorities and
recognize the roles of significant individuals within the community rather than
corporations, with respect to donor recognition.
SECTION 4: Sponsorship agreements shall not drive the Georgetown
Public Library's agenda or priorities, nor endorse or promote products or services
provided by the sponsors, nor shall sponsorship allow the donor to use the Georgetown
Public Library's name in advertising, promotions or other materials except as an
example of charitable activities provided by the sponsor.

S ECTION 5: The City of Georgetown shall be sensitive to the local
political and social climate, select sponsors including corporations who will enhance
the library's image in the community, safeguard equity of access to its services, not
allow sponsorship agreements to give unfair advantage to or cause discrimination
against sectors of the community, protect the principle of intellectual freedom, not permit
sponsors to influence the selection of collections, and ensure the confidentiality of user
records by not selling or providing access to library records to any party, including
sponsors, except as required by law.

6: The City of Georgetown reserves the right to reject any
or terminate any sponsorship agreement for any reason without
