HomeMy WebLinkAboutRES 080905-K - Agmt ETS Credit Card ServiceRESOLUTION NO. 08© 905- tt, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, AUTHORIZING AN AGREEMENT WITH ELECTRIONIC TRANSACTION SYSTEMS CORPORATION (ETS) TO PROVIDE CREDIT CARD MERCHANT SERVICES FOR THE CITY OF GEORGETOWN. WHEREAS, The City of Georgetown currently uses Bank of America for the provider of credit card merchant services; and WHEREAS, The City of Georgetown wishes to utilize specific collection technology offered by Incode, our utility billing software provider, to make the collection of credit card payments more efficient and cost effective; and WHEREAS, The City of Georgetown wishes to obtain the most favorable discount rate available for credit card merchant services; and WHEREAS, ETS is the sole provider of credit card merchant services that is supported by Incode, and offers a discount rate almost 50% lower than our current rate; and WHEREAS, the City of Georgetown wishes to enter into an agreement with ETS to provide credit card merchant services beginning September 25, 2005. The agreement is for an unspecified period of time and can be terminated by either party with 30 days written notice. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof as if copied verbatim. The City Council hereby finds that this resolution implements Finance Policy Statement 13 0, which states: "All municipal !rations are conducted in an efficient business -like manner and sufficient financial resources for both current and future are provided", and further finds that the adoption of this resolution is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. SECTION 2. The Mayor is hereby authorized to execute, and the City Secretary to attest thereto an agreement with ETS to serve as City of Georgetown, Texas, merchant services provider after its approval by the City Manager and City Attorney.
