HomeMy WebLinkAboutRES 092705-Q-1 - Funding AgmtRESOLUTION NO. 092 705 - Q- A Resolution authorizing funding City of Georgetown and The Assistance League of Georgetown Area, Bluebonnet Trails Community MHMR Center -PRIDE Early Childhood Intervention, Capital Area Rural Transportation System, Family Eldercare, Inc., Georgetown Community Clinic, Georgetown Community Service Center dba The Caring Place; Georgetown Community Service Center dba The Caring Place -Home Repair Program, Georgetown Interfaith Caregivers, The Georgetown Project; Habitat for Humanity for Greater Georgetown, TX, Literacy Council of Williamson County, Senior Center at Stonehaven, Williamson County Crisis Center; Williamson - Burnet County Opportunities Inc., and Williamson County and Cities Health District, and for these agencies and organizations to continue to provide services for the citizens of Georgetown, and for these agencies and organizations to continue to provide services for the Citizens of Georgetown and authorizing the Mayor to execute same and the City Secretary to attest. WHEREAS, the City Council finds that public transportation, public health services, financial and other support services to at risk families, volunteer and information and referral services, educational services, affordable housing, mental health and parenting and drug prevention services, nutritional and social support services for the elderly and homebound citizens of Georgetown, crisis and support services for the victims of sexual assault and family violence are not adequately addressed or reasonably addressable by the private sector or other public entities; and, WHEREAS, the City Council finds that the provision of such services accomplishes a public purpose and is beneficial to the community to meet the City's health, safety and welfare obligations; and WHEREAS, the City of Georgetown and the Assistance League of Georgetown Area desire to enter into an agreement to assist the Assistance League of Georgetown Area in the provision of clothing for children m need, as identified by duly qualified G.I.S.D. employees or agents, in G.I.S.D.; and WHEREAS, the City of Georgetown and Bluebonnet Trails Community MHMR Center -PRIDE Early Childhood Intervention desire to enter into an agreement to assist 2005/06 FUNDING AGREEMENTS Resolution No. 0942705- Qe- Pagelof5 Bluebonnet Trails Community MHMR Center -PRIDE Early Childhood Intervention to provide mental health and developmental services to children born with extreme prematurity, prenatally exposed to drugs and alcohol, in foster care, or who develop autism before age three and their families; and WHEREAS, the City of Georgetown and Capital Area Rural Transportation System (CARTS) desire to enter into an agreement to assist CARTS in the provision of general public transportation for the citizens of Georgetown and surrounding communities with emphasis on the elderly and handicapped, and with destinations including medical facilities/doctors, grocery stores and other merchants, post office, etc.; and WHEREAS, the City of Georgetown and Family Eldercare, Inc. desire to enter into an agreement to assist Family Eldercare provide volunteer -assisted guardianship and bill payer services to elderly and disabled Georgetown adults who are at high risk for abuse, neglect, and/or financial exploitation; and WHEREAS, the City of Georgetown and Georgetown Community Clinic desire to enter into an agreement to assist Georgetown Community Clinic in the provision of medical services for residents of Georgetown who are uninsured or undennsured and are unable to access medical care through other means; and WHEREAS, the City of Georgetown and the Georgetown Community Service Center dba The Caring Place desire to enter into an agreement to assist The Caring Place to serve as a central rehef location to help at -risk families living in Georgetown and provides services that include, but are not limited to, financial assistance for utility bills, rent or mortgage payments, medical supplies, prescriptions, dental treatment, or childcare payments, employment assistance, vouchers for food, clothing or other needed household goods, and school supplies for children on the Federal Free Lunch Program; and WHEREAS, the City of Georgetown and the Georgetown Community Service Center dba The Caring Place desire to enter into an agreement to assist the Georgetown Community Service Center dba The Caring Place purchase necessary supplies for home repairs and provide such repairs for qualifying low-income homeowners who are citizens of Georgetown; and WHEREAS, the City of Georgetown and Georgetown Interfaith Caregivers desire to enter into an agreement to assist Georgetown Interfaith Caregivers provide 2005/06 FUNDING AGREEMENTS Resolution No. On �70S-Q`l Page 2 of 5 volunteer placement and database services, information and referral, and program development services for citizens of Georgetown; and WHEREAS, the City of Georgetown and The Georgetown Project (TGP) desire to enter into an agreement to assist TGP develop alternative funding sources for mental health services, parenting support, and drug prevention services for Georgetown children, youth, and families; and WHEREAS, the City of Georgetown and Habitat for Humanity of Greater Georgetown, TX desire to enter into an agreement to assist Habitat for Humanity of Greater Georgetown, TX provide services to build affordable homes for qualifying low income families in Georgetown; and WHEREAS, the City of Georgetown and Literacy Council of Wilhamson County (LCWC) desire to enter into an agreement to assist the LCWC provide Georgetown residents Enghsh as a Second Language tutorials for non-Enghsh speakers, Adult Basic Education instruction for individuals performing below 6th grade levels, and GED preparation for individuals working to attain their high school equivalency diplomas; and WHEREAS, the City of Georgetown and the Senior Center at Stonehaven (Center) desire to enter into an agreement to assist the Center provide recreational, social, and health prevention and educational services to citizens over fifty (50) years of age in Georgetown and surrounding communities; and WHEREAS, the City of Georgetown and Williamson County Crisis Center desire to enter into an agreement to assist the Williamson County Crisis Center in the provision of services to survivors of family violence, sexual assault, child abuse, including emergency shelter, crisis intervention, legal advocacy, counseling, support groups, supportive housing and community education crisis and support services to the victims of sexual assault and family violence for the citizens of Georgetown. WHEREAS, the City of Georgetown and Wilhamson-Burnet County Opportunities, Inc. (WBCO), desire to enter into an agreement to assist WBCO provide nutritional services for the elderly and homebound citizens of Georgetown; and WHEREAS, the City of Georgetown and Williamson County and Cities Health District desire to enter into an agreement to assist the Health District provide public 2005/06 FUNDING AGREEMENTS ,r Resolution No. 092 705- Q—f Page 3 of 5 health services to the citizens of Georgetown (including personal health care services such as WIC food and education, immunizations, prenatal and maternity counseling/monitoring and early childhood physical and psychological health services; environmental health services such as inspection of food establishments, and other preventive and educational health services); and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council finds that this resolution implements the following policy of the Century Plan - Policy Plan Element 4.0 City owned, sponsored or managed health and human services enhance the quality of life of the citizens of Georgetown. and further finds that the adoption of this resolution is not inconsistent or in conflict with any other Century Plan Pohcies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. SECTION 2. The Mayor is hereby authorized to execute, and the City Secretary to attest thereto, funding agreements with The Assistance League of Georgetown Area, Bluebonnet Trails Community MHMR Center -PRIDE Early Childhood Intervention, Capital Area Rural Transportation System, Family Eldercare, Inc., Georgetown Community Clmic, Georgetown Community Service Center dba The Caring Place; Georgetown Community Service Center dba The Caring Place -Home Repair Program, Georgetown Interfaith Caregivers, The Georgetown Project, Habitat for Humanity for Greater Georgetown, TX, Literacy Council of Williamson County, Senior Center at Stonehaven, Williamson County Crisis Center; Williamson -Burnet County Opportunities Inc., and Williamson County and Cities Health District, and on behalf of the City of Georgetown. 2005/06 FUNDING AGREEMENTS an Resolution No. ( g 2 7 OS-t r"/ Page 4 of 5 SECTION 3.
