HomeMy WebLinkAboutRES 022404-X - EPA & Clean Air Action PlanRESOLUTION NO. od- WHEREAS, the local governments within the Austin/Round Rock Metropolitan Statistical Area (MSA) recognize that air quality monitor readings in the MSA indicate consistent monitored violations of the 8-hour ozone National Ambient Air Quality Standards (NAAQS) for the past several years; and WHEREAS, the MSA currently monitors attainment of all Clean Air Act pollutants but is likely to be subject to a nonattainment designation for ozone by the US Environmental Protection Agency (EPA) prior to 2007; and WHEREAS, EPA Region 6, the Texas Commission and 12 local governments from the MSA entered into an result in attainment of the 8-hour ozone NAAQS sooner nonattainment process, thereby benefiting public health; and on Environmental Quality (TCEQ) Early Action Compact that should than required under the standard WHEREAS, the EAC is a memorandum of agreement between the local governments, EPA and TCEQ to develop and implement a detailed Clean Air Action Plan (CRAP) to attain the 8-hour ozone NAAQS by 2007 through measures implemented in a fair and equitable manner throughout the five -county region; and WHEREAS, the EAC provides for the immediate return of the region to the standard nonattainment process if all agreement terms and milestones are not met; and WHEREAS, the EAC and CAAP would achieve significant regional air quality and public health benefits by implementing ozone pollution control measures and attaining the 8-hour ozone NAAQS before otherwise required by the Federal Clean Air Act; NOW, THEREFORE BE IT RESOLVED, that the City of Georgetown supports the EAC and the Clean Air Action Plan for the Austin/Round Rock MSA and the implementation of the ozone pollution control measures in that plan that should result in local attainment of the 8-hour ozone NAAQS by 2007.
