WHEREAS, the City of Georgetown owns and is the proprietor of the Georgetown Municipal Airport; and WHEREAS, the Georgetown Municipal Airport serves a vital role as part of the general aviation transportation system; and WHEREAS, the City of Georgetown desires to maintain the Georgetown Municipal Airport in good condition; and WHEREAS, the City of Georgetown as owner and proprietor of the Georgetown Municipal Airport is responsible for the management of airport land in accordance with city, state and federal regulations; and WHEREAS, the City of Georgetown is committed to operating the Georgetown Municipal Airport in a fiscally responsible manner that allows airport revenues to support airport operations; and WHEREAS, the City of Georgetown wishes to encourage development of airport land for diverse aviation related activities; and WHEREAS, the City of Georgetown recognizes the potential negative impacts of aviation noise on neighborhoods surrounding the airport and desires to investigate methods to control those impacts; and WHEREAS, the City of Georgetown is aware of the current planning process by the Texas Department of Transportation for a new regional airport in central Texas; and WHEREAS, the City Council has directed staff to update the Airport Master Plan; and WHEREAS, the City Council desires to set forth several general principles to guide the beginning of the planning process and other activities related to the update of the Airport Master Plan. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. Findings. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this resolution implements the following policies of the Century Plan - Policy Plan Element: Policy Statement 3.0 - Citizens, business owners and organizations enjoy the benefits of well -planned land usage in which conflicting needs are balanced. Airport Resolution No. Page 1 of 3 Page Policy Statement 10.0 - Citizens and commercial goods move safely and efficiently throughout all parts of the City. Policy Statement 13.0 - The City provides for the safety of its citizens and supports the responsive delivery of coordinated services by the City and other public agencies. Policy Statement 14.0 - All municipal operations are conducted in an efficient business -like manner and sufficient financial resources for both current and future needs are provided. SECTION 2, Policy Statements The City Council of the City of Georgetown hereby adopts the following policy statements related to the operation and maintenance of the Georgetown Municipal Airport and to guide the process for updating the Airport Master Plan for. 1. The City of Georgetown will continue to maintain and manage the Georgetown Municipal Airport for general aviation until such time as the City, the Texas Department of Transportation (TxDOT), and the Federal Aviation Administration (FAA) agree to close it or move it. This possibility will be part of the City's ongoing analysis and long-range planning. 2. The Georgetown Municipal Airport will be maintained and operated with funds generated by the airport, including such state and federal grants that will maintain the airport without expanding its level of flight operations. Charges for fuel and other airport rates will be fair and equitable. 3. Future land leases of airport land will comply with obligations accepted by the City in receiving state and federal grants; will comply with all provisions of the Airport Master Plan; will set lease rates that are competitive with those of other comparable airports in central Texas and with current land lease rates at non -aviation sites in Georgetown; will be set for a term no greater than required by the lessee to recover the cost of capital improvements; will specify the kind and design of building and aviation activity to be carried out within it; will not be extended beyond the initial term except to recover cost of additional approved capital improvements; will require noise mitigation by the lessee where necessary; and will continue to provide for the City to own all capital improvements at the end of the term of the lease. 4. The City holds that the F. A. R. Part 150 Noise Compatibility Study for 2001 provides the number (268) and mixture of based aircraft that should not be exceeded for a safe airport and the City's general liability, and will develop plans and policies accordingly, within obligations accepted by the City in receiving state and federal grants. The goal will be to contain the 65 DNL noise level within the airport property. 5. The City will develop a plan of onsite noise mitigation and environmental protection for the airport, along with a schedule for its implementation. 6. The City will make plans and adopt policies for the airport that encourage development of the airport land for diverse aviation related activities other than aircraft storage and maintenance, within obligations accepted by the City in receiving state and federal grants. An update of the Airport Master Plan will be developed in line with this goal. 7. The City endorses and encourages the establishment of a regional airport north of Austin but not within the Georgetown City limits and its present extra territorial jurisdiction (ETJ).
