RESOLUTION NO
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS SUPPORTING THE ESTABLISHMENT OF A
CERTIFICATE OF CONVENIENCE AND NECESSITY (CCN) FOR
WASTEWATER SERVICE BY THE CITY OF LIBERTY HILL, THE BRAZOS
RIVER AUTHORITY, AND THE LOWER COLORADO RIVER AUTHORITY;
ALSO KNOWN AS "THE ALLIANCE".
WHEREAS, the City of Liberty H ill h as communicated its i ntent to a pply for a
Certificate of Convenience and Necessity (CCN) to establish wastewater services; and
WHEREAS, the proposed CCN area, as shown on Exhibit "A" attached hereto, is
situated over the Edward Aquifer Contributing Zone; and
WHEREAS, the proposed point of discharge for a future wastewater treatment plant
to serve the CCN would be into the South San Gabriel River, which bisects the
Georgetown community and eliminates the need for on -site septic construction within the
basin; and
WHEREAS, the proposed CCN area is located to the west of the western extent of
the City's envisioned wastewater service area; and
WHEREAS, the proposed C CN a rea i s consistent w ith t he W illiamson C aunty
Regional Wastewater Study that is being conducted by the Brazos River Authority and the
Lower Colorado River Authority; and
WHEREAS, the Council finds that it is in the best interest of the City of Georgetown
to support the establishment of a Certificate of Convenience and Necessity for wastewater
service by the City of Liberty Hill, the Brazos River Authority and the Lower Colorado River
Authority, also known as "The Alliance", as provided herein.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution
are hereby found and declared to be true and correct, and are incorporated by reference
herein and expressly made a part hereof, as if copied verbatim. The City Council hereby
finds that this resolution supports the Utilities and Services component of the Century Plan
- Policy Plan Element, which states: The City owned, sponsored or managed utilities
provide safe, adequate and reliable services to all customers" and further finds that the
adoption of this resolution is not inconsistent or in conflict with any other Century Plan
Policies.

SECTION 2. The City Council of the City of Georgetown hereby resolves to support
the establishment of a Certificate of Convenience and Necessity for wastewater service by
the City of Liberty Hill, the Brazos River Authority and the Lower Colorado River Authority
for purposes of protecting its water supply through the creation of organized wastewater
collection systems and limitation of new septic systems over the Edwards Aquifer
Contributing Zone and providing for the operation of same by competent, experienced
wastewater system operators.
The Mayor is hereby authorized to sign this Resolution and the City Secretary to
attest thereto on behalf of the City of Georgetown.
SECTION 3. This resolution shall be effective immediately upon adoption.
