HISTORY Georgetown Art Works (GAW) began over seven years ago with a group of business owners, artists and a city council member. Over the years, our endeavors to build a visual art center in the historic downtown has garnered support from city groups, local non -profits, educational groups and individuals. This group of individuals implemented a week-long conference with ArtSpace, a non-profit group that rehabilitates old buildings to accommodate affordable live/work space for artists. Georgetown was not a good match for ArtSpace, but the community supported the concept of a visual art center. Georgetown Art Works was formed to make this concept a reality. • GAW'S ACCOMPLISHMENTS TO DATE • In November 2007, Georgetown Art Works (GAW) incorporated as a non-profit 501(c)3 organization and secured insurance coverage. • In 2009, GAW sponsored a public art banner project titled "Happy Trails", which included 55 artists from across Texas, Louisiana and California. The 2011 banner project, "Current", featured 54 artists from across the United States, Brazil and Peru. • GAW's first Art Hop was held in October of 2008 and has become an annual event. • GAW collaborated with Texas Society of Sculptors to incorporate mobiles in the 2011 Art Hop. THE ARTS AND COMMUNITY OUTREACH Through the Art Hop, GAW offers opportunities for Texas artists to sell their work, earn prize money and participate in a juried show. The community enjoys exposure to a vibrant art landscape and businesses benefit from the increased traffic on the square. In past years, artworks have been exhibited in various businesses including Cianfrani's, Abbey's Home Furnishings, Franklin Fine Jewelers, Quenan's and Framers Gallery, thereby showing their commitment to the visual arts. Arts -related businesses in Georgetown have been on the rise in the last ten years, reflecting our growth as a city and our increased interest in a rich cultural environment. Consequently, the Chamber of Commerce has responded by forming an Arts Alliance to facilitate partnerships with is arts organizations and local businesses. Funding for Operation of the Art Center * Earned incorne from gift shop sales, art classes and art camrps (see sample schedules). Individual donations from supportive community rnemben, or "parWers" (see attacl~ent). * Grants from various sources. * Corporate sponsorships and contributions from local businesses. * Fundraisin-a events. Summary Over the last six years, GAM"has consistently worked towards building a foundation for the development cif a visual arts center in the evolving dowxitown area. The continued mission of GAN+' is mirrored in the long-range plan for the city. Use of Property. During the Initial Term the Operator will utilize the Space Provided to operate a pilot art center to benefit the City of Georgetown area according to the requirements shown in Exhibit "B" (the "Operating Requirements"), attached to this Agreement and incorporated by reference. No other use of the Space Provided shall be permitted by the Operator without expressed written permission of the City. Operator may not use or permit any part of the Space Provided to be used for: (a) any activity that is a nuisance or is offensive, noisy, or dangerous; or • (b) any activity that violates any applicable law, regulation, ordinance, governmental order, or this Operating Agreement. 5. Revenue. All revenue from the operation of the gift shop in the Art Center and art classes offered by the Operator, and further described in Exhibit B, shall be retained by the Operator and shall be used only to pay for the operating costs and expenses of the Art Center. 6. Non -Discrimination. Operator will operate the pilot art center without discriminating against any person or class of persons and will seek participation by all interested members of the public. 7. Oversight. The Georgetown Arts and Culture Board shall provide oversight to the pilot art center. Each month Operator will provide a report that includes income, expenses, number of visitors, number of students enrolled in classes, name of artist who was featured in the gallery, date of artist reception and number of people who attended. 8. Utilities. City shall be liable to pay the electric and water costs incurred in the • operation of the pilot art center during the Initial Term. Payment of utility costs will be negotiated for subsequent Operating Terms. 9. Meeting Space. City shall provide meeting space for scheduled public meetings of Operator at no cost. 10. Improvements. If Operator desires to make any improvements to the Space Provided, Operator must request and receive the City's written approval prior to construction or implementation of any proposed improvements. Justify by using the IF Study, Downtown Master Plan, McKinney trip report, etc to request the funds. I think Paul is sensitive to their dilemma with the current year. It was morally wrong and send a bad message. I have also scolded Finance/Accounting for their lack of attention to this rollforward during the regular budget process, making it susceptible to political fire. I believe this is a service level improvement, as they have received funding in previous years, rolled it several times and have been very responsible with their funds. We could even ask Finance to place their allocation in the Library SRF, so that the rollforward doesn't get mixed in with the General Fund nightmare. 2) Request promotional money (say $5,000 to $10,000) from the CVB Budget to promote the arts. This is clearly legal in the state legislation. I have spoken with Cari about this briefly. We can talk next week on what is appropriate. We may have to do this one as a program request, as they have not had strictly promotional money before now. They could develop an annual advertising/promotional budget and have that available to them each year. 3) TIRZ money for downtown art. We are developing a CIP based upon our annual TIRZ money. It can be used for public art downtown on the sidewalks, in the pocket parks, etc. We could give them $5,000 - $10,000 a year to help us more fully develop the art on the square exhibits. I realize this isn't the level that they may have had in the past, but we could request additional amounts annually, based upon their plan. This could help them have an operating budget of $30,000 or so, much of which would be protected due to the dedicated tax laws.
