Library Board Room
March 23, 1998
Present: Sheila Henderson, Michelle Crider, Greg Gibbons, Sally Riddle, Nelda Burson,
Nell Dickson, Tom Barry, Wayne Porter, Sharon. Sanders
Absent. Jean Elulebuske, Lay Representative Rebecca Pfiester
Chairperson, Nell Dickson called the meeting to order. The minutes of the February 9,
1998 meeting were approved with a. motion from Nelda, a second from Tom, and a.
passing vote.
Comments from Citizens: There were informal complaints; donated books are not on the
shelves fast enough Black History program was good, although thei e was a participant
that was not publicly recognized in the program. There have been positive comments
about the arrangement of the library and services.
Comments from the Chair: The city dinner was very nice, those who did not attend were
missed.
Library Director's report was presented as written in the packet Discussion was raised
about the reciprocal bon owing agreement with the Round Rock Public Library The
Round Rock library wants to raise its non-resident fees. Therefore Round Rock librarians
want Georgetown Library to raise its fees also. It was discussed that Georgetown Library
could possibly raise only the fees of non-residents recieving a first-time library card. It
was also suggested that the Round Rock Library could limit the number of books being
checked out by Georgetown Library card holders.
Old Business. Board members were asked to look at the architects' drawing for library
expansion. Note that the Board/Staff retreat will include discussion of library expansion.
Gift/Memorial Fund Expenditures were presented as written in the packet.
Guest, Susan Morgan, from the Georgetown city offices did a small budgeting workshop
to get focus group type input for the city budgeting process.
Sally moved to adjourn the meeting, Wayne seconded, the motion passed.

February, 1998
Highlights
Celehrating the Legacy of Achievement was this year's Black History program theme.
The program, orchestrated by City Councilman Shelley Pierre Davis, Safety Coordinator,
Ben Stafford, Rosa Garcia and Sheila Henderson, focused on a chronology of events
highlighting or involving African -Americans during the 20th Century, both nationally
and locally, as reported by special guest, Stephanie Rochon, news anchor for Fox 7
News. Staff and guests also performed popular commercials and awarded prizes to
attendees who guessed the product being advertised. Patrick Davis, the brother of
Councilman Davis, served up a wonderful meal consisting of chicken and dumplings,
cabbage, new potatoes, sour dough bread, and baked apples. Other guests were: Sonya
Roberts, who sang the Negro National Anthem, and Eli Olivera & Company, a high
school group that sang various numbers.
An African -American memorabilia collection belonging to Mary Robinson was on
display throughout the month.
STAFF - Out and About!
Eric Lashley and Sheila Henderson attended the February 1 Oth council meeting to
obtain approval to proceed with the Telecommunications Infrastructure Fund grant
process.
On February 18, Sheila Henderson attended a sexual harassment training session for
supervisors.
Sheila Henderson participated in a Tippit Middle School Site Based Committee meeting
on Thursday, February 19.
Lee Sparks, Craig Dowell and Eric Lashley attended an Internet policies workshop in
Austin, on February 20.

0 PROGRAMMING
In February, the children enjoyed bedtime stories, fun time and fitness. Their projects
were: baby in a blanket, and curly string on a stick. They were also visited by the
Dentist for dental hygiene month where each child received a new toothbrush. For
Valentines day, the children were treated to a puppet show production created by some of
the neighborhood children. Ms. Rosa had over 450 children in attendance for the month.
VOLUNTEERS
Kathleen (Kay) Martin has volunteered for more than 3 years and has been a great help to
the front desk staff. She is always ready, willing and able to re -shelve or organize books
to be shelved. All our volunteers are special to us, and over the last few weeks we have
brought on board several new helpers. Technical services has acquired 2 new book
processor volunteers who have helped to put over 900 new books out for the month.
Karen Powell and her 'Friends' staff provided refreshments for the African American
History program on February 16th. Once again they made sure we had great snacks and a
cool drink during intermissions. Along with collecting books for the Annual Book Sale,
they are also planning a Library tour and luncheon on April 22nd for local Realtors.

RECIPROCAL LIBRARY SERVICES AGREEMENT

This Agreement is made this 2 day of �IDPce ,OP-r , 1990, by and between
the City of Round Rock, Texas (hereinafter referred to as 'mound Rock") and
the City of Georgetown, Texas, and the Georgetown Public Library thereinafter
referred to as "Georgetown").
WHEREAS, Round Rock, via the Round Rock Public Library, provides library
services to its residents and certain non-residents; and,
WHEREAS, Georgetown, via the Georgetown Public Library, Provides library
services to its residents a -a certain non-residents; and,
WHEREAS, Round Rock and Georgetown desire to combine their library resources
and offer reciprocal library services to the patrons;
NOW, THEREFORE, THE SAID PARTIES AGREE AS FOLLOWS:
1.1 Resident carp. -carrying patrons of Round Rock .shall be entitled to
utilise the library services of Georgetown without paying fees in
{ addition to fees imposed by Round Rock, if any.

FEE
F3.1 Both parties agree to charge identical non-resident fees, subject to
posted exceptions for each location.
3.2 Each party may charge fees for usage: i.e., damaged or overdue book
fees, other than the non-resident fee. Each party shall be entitled to
retain all such fees collected related to the use of its own library
facilities, regardless of the home library status of the user.
3.3 Each party may prosecute library ordinance violations in its own
municipal court. Each party shall be entitled to retain all costs and
fires collected related to the use of its own library facilities,
regardless of the home library status of the user.
4.1 Each party shall maintain a minimum level budget of one dollar ($1.00) per
capita to fund all library materials, including, but not limited to,
written, audio, or visual materials; public access microcomputing
software; automated reference services; and special collections. This
shall not include costs to maintain each party's integrated computer
,systems.
5.1 Each party shall amend its membership registration form to encompass
the provisions of this Agreement, including an express written
agreement of each patron to obey all rules, policies and procedures of
the library from which materials are borrowed or other library services
are rendered.

other party, on a monthly basis, the names of newly registered patrons

6.1 Each party shall send written notification of changes in its rules,
policies, or procedures which may affect patron usage- Said notice shall
be sent within seven (7) days of the date said changes are adopted.

Chairperson, Nell Dickson called the meeting to order. The minutes of the February 9,
1998 meeting were approved with a motion from Greg, a second from Michelle, and a
passing vote.
The treasurer's report included a discussion about the fact that the amount raised from the
Gala was not enough to cover the entire Children's Interactive Learning Center. Tom
made a motion that Greg be authorized to solicit two computers from IBM and buy -
computers ters from IBM and Sheila be authorized to purchase the software and furniture for
the center. The above purchases are to be paid for by the Library Foundation. Wayne
seconded the motion, the motion passed.
Old Business: Nelda indicated that she cannot book the Goa room until the end of March.
A request was made that Foundation members bring the names of potential Foundation
members. Tom indicated the need for a brochure or some type of information packet.
Sally indicated that she and Michelle would get together to finish up the brochure.
New Business: The city did not increase the library's training/travel budget to include
sending the board members to the retreat. Sally made a motion that the board members
will pay their own way and that if this prevents anyone from attending, the board will deal
with the situation on an individual basis. Nelda seconded, the motion passed.
Sheila indicated that there is a problem with patrons tearing out pages and stealing from
the Texas History room. She believes that a copier in that room would help reduce some
of the problem. She is asking the board to consider purchasing a copier.
The meeting was adjourned by a motion from Greg and second from Wayne and a passing
vote.
