Meeting Minutes
1/10/00

Present: Sam Arant, Joe Case, Nell Dickson, Jean Ehnebuske, Zora Evans, Shelia Henderson, Lisa Hopkins,
Helen Jenkins, Judy Parks, Sharon Sanders Claire Vogler
Guests/Citizens: Mayor Mary Ellen Kersch, Arlene Schinke, Ruth Spencer
Unexcused Absences: Dorothy Hagen
Opening Coments:
Nell Dickson made brief introductions and reviewed highlights and recent history of Georgetown Public Library
She also gave overview of new board member orientation packet.
Shelia Henderson then spoke concerning the role of Library Advisors and introduced the Public Library Advisory
Board Handbook and will be distributing this booklet to all new and existing members.
Mayor Mary Ellen Kersch spoke of her appreciation for the new and existing board members' service She spoke
briefly concerning the transistion of our community and its governance policies and invited our feedback and
questions to be brought before the city council. The Mayor mentioned the importance of proper procedure and
refered to the current Internet filtering policy as an example of an issue which should have been brought before the
City Council for review.
Self --introductions were made around the table of new and existing board memebers as well as guests from the
Friends of the Library.

Jean moved with second from Joe. Minutes were approved without correction.
C _ .anents From Citizens:
Shelia mentioned that there was an outpouring of holiday well wishes accompanied by many supportive comments
from the citizens of Georgetown.
Comments from Chairperson:
Shelia had none.
Highlights from the Director's Report:
Shelia highlighted the two newest staff members Cain Young and Sarah Samson, the HEB books for bucks
program which raised $1500 with matching support from the Frankums, a $1000 donation from Velda Patton, and
the continually growing statistics of patron use.
A brief discussion also transpired concerning the continued water flooding issues resulting from the flat roof design
of the current library.

Discussion of use of Board Member's Notebooks:
Shelia gave overview of contents, She mentioned absence of bi-laws and inclusion of current Georgetown Public
Library policies. Notes will be mailed to board members prior to meetings each month 3-ring binders are
available for those who would like them. A reference copy will always be available at the library should anyone
wish to review it.
Report of nominating committee:
Nell asked Joe and Jean to serve with herself on the nominating committee. Nominations and report will be forth-
coming.

Election of CTLS Lay Representative alternate:
This position is welcome to accompany Judy to the 2 CTLS meetings each year - one xn January and one in
:ember. Should Judy not be able to attend, this alternate would then need to attend and vote in Judy's absence.
Joan; was nominated. Zora moved for vote of approval. Joe seconded. Jean was elected to serve as CTLS Lay
Representative alternate.
Discussion of policy regarding unaccompanied children in the library:
Shelia outlined recent events and need for a policy. A draft policy will be mailed to all board members for
discussion at next board meeting.
Joe motioned for adjournment. Zora seconded. Meeting was adjourned at 7:45pm.

DIRECTOR'S MONTHLY REPORT

December 1999
HIGHLIGHTS
Carin Young, the new evening and weekend page, began work December 6.
Sarah Samson accepted the position of Reference Services Librarian. She will begin January 3.
The library received some significant donations this month. Kathy and BiIIy Frankum donated
$1500, to match the amount accumulated during the H.E.B. Bucks for Books campaign. A.G.
Speight donated $500, which may be used in any way we choose; Betty Weaver donated $200, to
be used for genealogy materials; and Velda Patton, from Seminole, donated $1000 to be used to
replace books lost to water damage during the past year.
On December 28, after being closed for the Christmas holiday, the circulation staff checked out
1600 books, a new record! They also checked in 1200 books.
Allan Baxter and Brad Powers, 8th graders from Benold Middle School, worked at the library on
December 1 as part of the Business Link program.
STAFF -- Out and About!
Sheila Henderson attended the monthly G.I.V.E. and Georgetown Library Foundations meetings.
On December 9 and 10 she attended the CTLS Long -Range Planning Retreat in Belton.
Ralph Love spoke to the Sun City Kiwanis Club on December 7.
The entire staff` attended the City's annual Employee Recognition Luncheon on December 17.
Mandy Sackreiter and Cristy McNichoias, our temps on call, kept the library open during the
luncheon.
VOLUNTEERS
Angie and Roger Wright are the first volunteers to come out of the new Friends group. They
have been helping with opening procedures on Friday mornings.

STATEMENT OF POLICIES
You have been given this statement of policies because your behavior does not meet accepted library
standards. If you will modify your behavior, you are welcome as a library user, otherwise the library must
ask that you leave the library premises. If you refuse to leave, the police will be called and you may be
charged with criminal trespass.
It is the purpose of the Georgetown Public Library that the residents of the City of Georgetown have a
pleasant community facility in which to read, choose books and other library materials, request assistance
from library staff, attend library programs, use the copying machine or use the meeting rooms. It is
intended that all members of the community have equal access to these programs. In order for this to be
possible, it is important that everyone abide by the library regulations.
THANK YOU FOR COMPLYING WITH THE LIBRARY REGULATIONS.
Behavior that is unacceptable in the Library:
• Abandoning and leaving unsupervised children. Texas Penal Code Section
22.041 (c)
• Abuse of patrons and staff, including physical, verbal and sexual abuse. Texas
Penal Code Section 22.01
• Bringing in animals, except those trained to assist persons with disabilities.
• Child abuse. Texas Penal Code Section 22.01
• Disorderly conduct. Texas Penal Code 42.01
• Disruptive behavior: Any action by an individual or group which willfully and
purposefully disrupts other individuals in the library.
• Eating and drinking (except approved meeting room use).
• Intoxication resulting from alcohol or drugs.
• Mistreatment and vandalism of library facilities, materials and equipment.
• Playing radios and televisions.
• Refusal to leave at closing.
• Smoking, prohibited by Georgetown City Code Section 8.32.020.
• Voyeurism and peeping.
• Any behavior that is unlawful or infringes on the rights of others.
Violation of these re ulations will subject you to removal from the library and a charge of
criminal trespass. Texas Penal Code Section 30.05.

ii 22041. Abandonint or Endangering Child
(a) In this section, "abandon" means to leave a child
in any place without providing reasonable and neces-
sary care for the child, under circumstances under
which no reasonable, similarly situated adult would
leave a child of that age and ability.
(b) A person commits an offense if, having custody,
care, or control of a child younger than IS years, he
intentionally abandons the child in any place tinder
circumstances that expose the child to an unreason-
able risk of harm.
(c) A person commits an offense if he intentionally,
knowingly, recklessly, or with criminal negligence, by
act or omission, engages in conduct that places a child
younger than 15 years in imminent danger of death,
bodily injury, or physical or mental impairment
(d) Except as provided by Subsection (e), an offense
under Subsection (b) is:
(1) a state jail felony if the actor abandoned the
child with intent to return for the child; or
(2) a felony of the third degree if the actor aban-
doned the child without intent to return for the
child.
(e) An offense under Subsection (b) is a felony of
the second degree if the actor abandons the child
under circumstances that a reasonable person would
believe would place the child in imminent danger of
death, bodily injury, or physleai or mental Impairment.
(f) An offense under Subsection (c) is a state jvZ
felony.
(g) It is a defense to prosecution under Subsection
(c) that the act or omission enables the child to
practice for or participate in an organized athletic
event and that appropriate safety equipment and pro-
cedures are employed in the event.
(h) It is an a(Tirmative defense to prosecution under
Subsection (h) that the actor voluntarfly delivered the

§ 22.03. DeadLv Conduct
(a) A person commits an offense if he recklessly
engages in conduct that places another m mun*rent
danger of serious bodily injury.
(b) A person commits an offense if he knowingly
discharges a firearm at or in the direction of,
(1) one or more individuals; or
(2) a habitation, balding, or vehicle and is reck-
less as to whether the habitation, building, or vehi-
cle is occupied.
(c) Recklessness and danger are presumed if the
actor knowingly pointed a firearm at or in the di-
rection of another whether or not the actor believed
the firearm to be loaded.
(d) For purposes of this section, "building," "habi-
tation," and "vehicle" have the meanings assigned
those terms by Section 30.01.
(e) An offense under Subsection (a) ih a Class A
misdemeanor. An offense alder Subsection (b) is a
felony of the third degree.

Subject: Security cameras at the Library
As a result of our meeting this morning, it was determined that the Library needs a total of six security
cameras to provide a minimum of viewing coverage. Two cameras will be located in'the childrens room,
one in the back corner of the main Library, one in the lobby, and two outside at the back of the Library
and near the bookdrop. I will be responsible for obtaining three quotes. A funding source will be
determined when pricing is complete. Estimated completion time for the solicitation of quotes is the week
of January 17. Completion time for -the installation will be based on the vendor quotations..
If I have left anything out or we need to increase the scope of work please let me know. Thanks
