Georgetown Public Library Advisory Board
Meeting Minutes
October 9, 2000
The meeting was called to order at 6:30 p.m. by Nell Dickson, Chairperson.
In Attendance:
Board members present were: Nell Dickson, Claire Vogler, Dorothy Hagen, Judy Parks,
Jean Ehnebuske, Zora Evans, Joe Case, and Sam Arant. Eric Lashley, Library Director,
Verna Browning, City of Georgetown, and Pat Touhy C i'LS Coordinator, were also
present. Lisa Hopkins and Helen Jenkins had excused absences for this meeting.
Approve Minutes:
The minutes from the September 11, 2000 meeting were discussed and approved with no
changes Zora Evans moved and Claire Vogler seconded the approval of the minutes.
Director's Report:
Eric Lashley summarized the "Director's Monthly Report" handouts. Eric noted that
September concluded the City of Georgetown's fiscal year and that circulation for last
year was approximately 275,000, a 14.9% increase over last year's circulation number.
Eric also reported that the Fnends of the Library had voted to donate $1000 to the
Library, $700 for music CD's, $300 for children's books. Eric also reported that Sarah
Samson, from the Library, had replaced Enc as the TLA District III treasurer.
Citizen Committee on Community Needs and Funding:
Claire Vogler provided handouts of this committee's first two meetings. Claire reported
that the committee wanted to have reports from Randy Morrow of the City of
Georgetown's Parks and Recreation Department on parks needs, from Jim Bnggs of the
City of Georgetown's Utilities Depai tment on transportation needs, and from a Council
Subcommittee on Facilities, which would include the Library's needs. Randy Morrow
was scheduled on October 5th, Jim Briggs on October 12th, and the Council
Subcommittee on Facilities (includes Library) on November 2nd to present "'needs"
reports to the Citizen Committee. It was noted that the Library Needs Assessment and
the Library Long -Range Plan could not be completed prior to November 2, 2000.
Resolution to City Council on State Aid to Texas Public Libraries Program:
This item was tabled to a future Library Advisory Board meeting.

Search for a new Library Director:
Verna Browning reported that Eric Lashley was selected and accepted the position of
Library Director. Verna stated there were 20 applicants with 4 of the 20 interviewed by

5 interview groups. Verna stated the Library Advisory Board's list of questions was
valuable in the selection process, and she thanked those Advisory Board members who
assisted in the selection process.
Long Range Plan Update:
Judy Parks, Eric Lashley, Pat Touhy, and Sam Arant volunteered to meet and update the
current Library Long Range Plan The update will be presented to the Library Advisory
Board at its November 13, 2000 meeting
Nominating Committee:
Zora Evans, Lisa Hopkins, and Helen Jenkins were selected as members of a nominating
committee for the selection of Library Advisory Board officers (i.e. Chairperson, Vice -
Chairperson, Secretary).
Agenda Topics for October 24th City Council Workshop
The following items were chosen as agenda items for the upcoming City Council
workshop:
1. Current Library Statistics
2. Ways to Maximize Current Library Space
3. Criteria for the Selection of a Consultant to Perform a Needs Assessment of
Library Services
4. Revision of the Library's Long Range Plan
Request for Input to the Georgetown Economic Development Commission
Nell Dickson will prepare a letter to the Georgetown Economic Development
Commission that will provide the Library Advisory Board input on economic
development, policy, vision, goals, and strategy.
The Library Advisory Board adjourned at 8:00 p.m.

DIRECTOR'S MONTHLY REPORT
GEORGETOWN PUBLIC LIBRARY
September 2000
Staff delivered library card applications to all GISD schools on September 8 and returned on
the 22 d to pick up completed applications from the kindergarten classes. Approximately 150
kindergartners turned in applications. Other students were asked to bring their applications
directly to the library, so we also have been coming in.
The Friends held their annual meeting on September 12. The membership voted to donate
$1000 to the library; $700 will be for music CDs and $300 for children's books.
STAFF ACTIVITIES
• About half of the staff attended workshops to learn about different personality types and the
ways they communicate. The rest of the staff had attended these workshops in the past.
• Book ordering was especially intense this month as staff worked to spend the remaining
budget allocation before the end of the fiscal year on September 30.
• Eric Lashley and Sarah Samson, along with Lay Representative Judy Parks, attended the
joint TLA District III and CTLS meeting in Austin on September 29. Eric retired as
treasurer of the TLA district and Sarah was elected to replace him.
VOLUNTEERS
• Two high school students joined the Friends' volunteer staff. Bridget Sheehan and Cynthia
Cueva will be helping with shelving several evenings each week.

9.12 Duty to Grantee. Nothing contained in this Ordinance shall relieve any Person of
liabilityarising out of that Person's failure to exercise reasonable care whileperforming

any work involving public Rights -of --Way to avoid injuring Grantee's lines or facilities.
ARTICLE 10. OPERATION AND MAINTENANCE
10.1 Open Books and Records.
A. Each Grantee shall at all times maintain complete and accurate billing and
payment records in a manner that allows the City at all times to deter -nine whether
the Grantee is accurately calculating and paying its Franchise Fees. Should the
City reasonably determine that the records are not being maintained in such a
manner, the Grantee shall immediately correct the manner in which the boobs and
records are maintained in order to comply with this section. All financial looks
and records shall be maintained in accordance with the regulations of the FCC and
any other governmental entity regulating Cable Systems, and shall be maintained
in accordance with generally accepted accounting principles,
B. Each Grantee and its agents and outside contractors shall make available for
examination by the City or its authorized representative or agent, during Normal
Business Hours, the books, records and accounts and other documentation,
hereinafter collectively referred to as the "Reports," of Grantee that, as determined
by the City, are necessary to determine the accuracy of the Franchise fees paid,
and shall permit the City, or its authorized representatives or agents to make and
remove copies of jurisdictional coding records (address ranges) and such other
records as may be agreed upon by the Grantee and the City. In the event the
Reports are not available to the City for examination within the corporate limits of

Re: Economic Development Commission
Dear Mrs. Dickson:
I'm sure you know we are launching a new economic development initiative within our community. This
initiative is designed around the recommendations brought to us by the Economic Development Task
Force as accepted by City Council on June 13, 2000. It is our intent that this initiative includes broad
community input as recommended by the Economic Development Task Force. The input we seek should
0 address vision, goals, strategy and policies appropriate for Georgetown's economic development efforts.
Attached is a listing of community groups, boards and commissions that may wish to provide input.
From the list it is easy to identify those entities which hold representation on the newly appointed
Economic Development Commission. Input from these entities will be coordinated by their appointed
representatives. All other entities are invited and encouraged to provide input. As the representative of
record of your group you can arrange to do so by contacting Shirley Rinn at 930-3723 by October 6,
2000. Mr. Don Collier, our Project Manager, will contact you soon thereafter to make an appointment to
visit with you or with representatives of your entity to discuss our initiative and record your input. Your
suggestions and recommendations are important to us and will be compiled and forwarded to the
Economic Development Commission which is chartered to make final recommendations on' economic
development, policy, vision, goals and strategy to City Council. This is an excellent opportunity to make
an important contribution to the future of our community.
Your cooperation and participation will be greatly appreciated.

GEORGETOWN PUBLIC LIBRARY ADVISORY BOARD
ARTICLE I
Name and Purpose
As authorized by the City Charter, City of Georgetown and Georgetown Municipal
Code Chapter 2.72. this body shall be known as the Georgetown Public Library
Advisory Board and shall serve in the capacity of a citizens' advisory committee to the
Georgetown City Council and shall also serve to promote library programs and services
in the community.
ARTICLE II
Membership
. Section 1. This Board shall be composed of nine voting members who are appointed
by the City Council.
Section 2. Members of this Board shall serve two-year terms.
ARTICLE III
Meetings
Section 1. The regular meeting of the Georgetown Public Library Advisory Board
shall be held on the second Monday of every month in the Library, or at such other
time and place the Board may determine. Certain meetings may be recessed as
provided in the yearly Advisory Board Calendar of Action
Section 2. Special meetings may be called by the Chair or at the call of any two
members of the Board, provided that notice thereof be given to all Board members and
provided that proper notice be posted.

Section 3. A majority of the members shall constitute a quorum at all meetings of the
Board.
Section 4. All meetings and deliberations of the Board shall be open to the public
and shall be conducted in accordance with the provisions of the Texas Open Meetings
Act, Texas Conflict of Interest Statute and the City of Georgetown Ethics Ordinance.
Section 5 All questions presented for a vote of the Library Board shall be decided by
a simple majority of the quorum, including the vote of the Chair.
Section 6. Any member of the Board who has two unexcused absences per term shall
be reported to the city council.
Section 7. The latest edition ofRober6 Rules of Order New] e
v Revised shall govern
in the parliamentary procedure of the Board, in all cases to which they are applicable
and in which they are not inconsistent with these by-laws.
ARTICLE IV
iOfficers
Section 1. The officers of the Board shall be a Chairperson, a Vice -Chairperson, and
a Secretary, who shall be elected to one-year terms.
Section 2. Officers shall be elected and take office at the first regular meeting after
new Board members have been appointed and sworn in.
Section 3. Vacancies in office shall be handled as follows:
(a) In the event of resignation or incapacity of the Chair, the Vice -
Chair shall become the Chair for the unexpired portion of the
term.
(b) Vacancies in officers other than the Chair shall be filled for the
unexpired term by special election.
Section 4. Duties of the officers shall be as follows:
(a) Chair:
(i) Preside at all meetings.
(ii) Represent the Library Board at public functions.

(iii) Appoint special committees.
S (iv) Assist Library Director in establishing the agenda for each
meeting. Agenda items requested by any Board Member
will be included.
(b) Vice -Chair:
(i) Assist the Chair in directing the affairs of the Board and act
in the Chair's absence.
(c) Secretary:
(i) Be responsible for the accuracy of the minutes of the Board
meeting and bring any correction to the attention of the
Board at its next meeting. The Secretary shall sign the
approved minutes and file in Record Book.
ARTICLE V
Section 1. Committees may be appointed for special purposes by the Chair and with
the consent of the majority of the Board.

Ex-officio Members
Section 1. The Library Director shall be an ex-officio member of the Board.
Section 2. The Central Texas Library System Representative shall be an ex-officio
member of the Board.
ARTICLE VII
Powers and Duties of Board Members
Section 1. Board Members shall:
(a) Abide by applicable ordinances of the City of Georgetown.
(b) Act in an advisory capacity to the City Council, City Manager, and
Library Director.

(c) Recommend policies to govern the operation and program of the
Library.
(d) Assist in planning and give guidance for expansion of library
facilities.
(e) Assist in interpreting the policies and ftinctions of the Library
Department to the public.
(f) Encourage in every possible way the development and
advancement of the public library.
ARTICLE VIII
Amendments
Section 1. These by-laws were adopted April, 2000, in their entirety. These by-laws
may be amended by a majority vote at any regular meeting, provided an members have
been notified of the proposed amendments at least ten days prior to such meeting. Any
amendments shall be indicated by the notation "amended in month -year."
Section 2 By-laws were amended in September, 2000.
