Regular Session
A. Call to order at 2:07 p.m. by Chair, Ruth Roberts.
B. No announcements from the Chair and Board members.
C. No citizens wishing to address the Board.
D. Addie Busfield moved and Nancy Blansett seconded the motion to accept the minutes as
distributed. Passed unanimously.
E. Consideration of and possible action on
1. Report of results of City Council meeting 9/11107 - Ruth Roberts. Ruth reported that the
Council voted unanimously to accept the Board's proposed budget at the Council meeting
on September 11.
2. Review of Guidelines for Acquisition of Public Art - Eric Lashley. Eric emphasized that the
Board had worked hard a year ago to create the guidelines and that they needed to follow
them as they began the process of acquiring public art. He pointed out that a Public Art
Panel would need to be appointed to consider any proposals that are received and that
having members on the panel from the Historic Architecture Review Commission (HARC)
and the Main Street Board would circumvent criticism from either of those two bodies.
Discussion followed about amending the guidelines to make them more flexible, but no
specific changes were proposed. Ultimately the Board decided to leave the guidelines as
they are.
3. RFP for bronze eagle sculpture - Penny Plueckhahn. Penny presented an appraisal from
Miguel Castillo (included as part of these minutes) of the bronze eagle at the store u1
Ruidoso. It attested to the soundness of the piece but did not provide a value. Mr. Castillo
believes the piece was made in the American Southwest.
Penny said she would like to have Georgene Richaud serve with her on the Public Art Panel
for the eagle sculpture. Addie Busfield said she also would like to be on the panel. Penny
also suggested members from HARC and the Main Street Board. Eric said he would try to
get on the agenda for the September HARC meeting, which is the fourth Thursday of the
month. He will ask to be placed on Main Street's October agenda.
In the discussion of what to include in the RFQ, the group decided that there was little to
specify besides the subject, the dimensions, and the material to be used. Judy said she would
draft an RFQ and submit it to the City's purchasing manager for approval.
4. RFP for bronze steer sculpture — Ruth Roberts. Ruth handed out a list of suggestions for
changing the RFP/RFQ process and also a proposed RFQ for sculptures of four longhorn
cattle (included as part of these minutes). Ruth would like to see the cattle placed on the
southwest corner of the Courthouse lawn. The group spent some time fine - tuning the
wording of the RFQ and discussing the importance of getting the County's cooperation for
the location. Ruth is optimistic that Chris Dyer, director of the Williamson County Historical
Museum, will be able to secure the permission of the commissioners. Eric reminded the
Board that they could not commit future Boards to purchasing more cattle for this
installation and that the herd may never be larger than the pieces this Board acquires.

Transportation: Usually, the artist provides transportation.
Installation: Artist/foundry usually installs piece. Buyer supplies any extraordinary
equipment, such as fork lifts, sky hooks, etc. Unless sculpture is mounted flat on the
ground or pavement, buyer provides any platform and covers expenses involved with
mounting on platform.

SUBJECT
Consideration of and possible action on the proposed budget for 2007-08 of the Arts and Culture Board.
ITEM SUMMARY
The Arts and Culture Board proposes to use $70,000 of its allocation of approximately $77,000 for FY
2007-08 for two sculptures to place on the downtown Square. The remainder will be used for administrative
expenses and for art hanging systems for at least two, and possibly three, City buildings. The Board seeks
Council's approval of this budget.
FINANCIAL IMPACT
The proposed budget would allow City funds to be spent to acquire permanent works of art and to establish
the necessary infrastructure in City buildings to allow rotating displays of art that is on loan.
OTHER CONSIDERATIONS
The Arts and Culture Board has been operating without funding since its inception in September 2005.
During a workshop meeting with Council in June 2006, the Board presented several possible ways for the
City to fund public art. At that meeting, there seemed to be general agreement among Council and Board
members present that public art meant visual art that would be placed outdoors on City property or inside
City buildings. The following month, the Council agreed to allocate 0.025% of the General Fund for public
art in the 2007-08 budget.
In May 2007, discussion at a Council meeting indicated that Council members believed funding grants to
• established non-profit arts organizations would also be an appropriate use for the Arts and Culture Board's
upcoming allocation. The Board received the information about the possibility of their funding grants in a
very informal way, but the members discussed it during two consecutive meetings and considered this
option very seriously. They decided, however, after receiving written confirmation from the City Manager
that they were not obligated to fund grants, to stick to the Council's original mandate and to spend their first
funding only for visual public art.
The Arts and Culture Board remains open to the idea of becoming a grant -making agency, but not before
FY 2008-09.

About the Performing Arts
Alliance of Georgetown
We primary purpose of the Performing Arts
Alliance of Georgetown, Inc. (PAAG) is to
oversee the annual development program for the
Georgetown I.S.D. performing arts organizations
of hand, choir, dance, and orchestra. The
PAAG is overseen by a Board of Directors of
parents and staff from all
the various performance
organizations. In addition

community members on
the board.

to defray costs for all students to participate in
